Policy Implementation Of Local Government And Stractegies Of Actors

Taking villager upstairs in H Township,Middle Shandong Province as an example,introducing multiple system logic as the framework,this article try to analyze the action logic and strategies of different actors in implementation process.Based on event analysis,process details of village A,B,C and D are presented to demonstrate high cost of implementation.Local cadres and villagers constructed the path and result of policy implementation via their strategies and interaction.Under positive encouragement and high pressure from county government,cadres of township and villages are trapped in a dilemma,on the one hand,as “agents of the state",they take flexible strategies to promote the implementation,on the other hand,faced with the villages and villagers directly,they can not push too hard.Also villagers themselves,they have their owninterests.As for villagers,they got rationality gradually during the process,and hinder the rapid advance of the project in their way.The implementation,accompanied by dilapidated villages,dissimilar way of living,increase of social cost,infamous grass-roots staff and worsening relationship between government officials and masses,has high cost.The huge cost makes us reflect on this kind of urbanization way.The implementation of urbanization policy should be people-oriented,respect for the local nature;pay attention to the interests balance of multiple subjects;strengthen the participation of citizens,and consolidate the foundation of grass-roots governance.
