Research On Public Policy Implementation Based On Project System Operation

With the development of economy,the environmental problem is becoming more and more serious,which restricts the sustainable development of economy and society.Although the government began to try and explore garbage classification as early as the 1990 s,the results were not satisfactory.Until recent years,the promulgation of the new domestic waste classification system,the implementation of the project system has become a new way of waste classification policy.This can not help but make people want to understand,garbage classification policy project implementation of the background and what is the reason? How does the project system work? By which levels of government organizations to promote,how to promote,practical results?What logic and strategy do these different levels of government use to implement their policies in the face of waste classification projects? And these different levels of government in the implementation of waste classification project policy and what is the relationship and interaction?Based on the theory of Project System,this paper selects the theory frame of project system,which includes three aspects: Central Government Project Initiation,local government project transfer and grass-roots government project implementation.Combining the implementation of policies with special funds,this paper selects the policy implementation of the Central Government’s policy issuance and special funds,the municipal governments of Shanghai and Hangzhou,and the representative streets of the two cities as the research objects,by using the methods of interview,observation and Comparative Study,this paper analyzes the theory and practice of the operation of the garbage classification policy project system.Based on the theory of Vertical inter-government relationship,this paper explores the interaction and connection between governments at different levels in the process of waste classification policy evolution and corresponding changes in fiscal budget.After research,the article found that the implementation of waste classification policy under the project system has different execution logic at different levels of government,different policy objectives,different implementation requirements and different levels of government governance planning and the government’s pursuit of different interests will have a certain degree of impact.Therefore,all levels of government have different roles in the whole implementation process,the central government overall planning,local government re-integration,the basic government implementation.In addition,there is an obvious interactive relationship between the governments at all levels,on the one hand,the interaction and cooperation between the governments at higher and lower levels,on the other hand,the control and anti-control of the governments at higher and lower levels.The project implementation of garbage classification policy is not only a new way of garbage classification,but also a new application field of the project system.The project system closely links the special funds with the policy implementation,ensures the pertinence of the funds used,brings advantages to the effective implementation of the policy,improves the current situation of the classification of urban domestic waste,and improves the efficiency of the policy implementation,facilitates efficient use of governance resources.But there are also inevitable defects caused by unbalanced supporting resources,the pursuit of the interests of governments at all levels,lack of supervision,sports governance style and so on.Therefore,the author thinks it is necessary to realize the effective and normal control of Municipal Solid Waste classification from the aspects of resource allocation,system design,supervision system and normalization transformation.
