The supervision system of ancient China,as an important measure for the monarch to inspect and administer officials,played an important role in the past dynasties.In order to make the supervisory system give full play to its role of rectifying the outline of the government and eliminating the banality and malpractice,the management of the ombudsman has always been valued by the monarch,and a unique management mode of the ombudsman has been summarized in the process of continuous development and improvement.In ancient times,the monarch encouraged the ombudsman to perform his duties actively by improving his status,giving him sufficient power and the opportunity of rapid promotion,and allowed the ombudsman to impeach him by "hearsay",expand his sources of information,and establish a system of secret reporting to protect the personal safety of the ombudsman.The above system construction provides sufficient guarantee for the supervision activities.However,the ancient supervision system was always a tool to maintain the absolute monarchy.The ultimate purpose of the monarch was to strengthen the centralization of power.While encouraging the supervisors to perform their duties actively,the emperors restrained the supervisors through strengthening their supervision,strictly testing classes,limiting the scope of authority,and punishing their illegal behaviors.Although the specific systems formulated according to the actual needs of different dynasties are different,the supervision officers are generally managed from the two aspects of motivation and restraint.
