The issue of terrorism has become an important issue in contemporary global governance since the beginning of the new century.The United Nations,as one of the subjects of global governance,has undoubtedly played an important role in solving the issue,starting its governance with the adoption of sanctions and the establishment of governance institutions.According to the degree of harm of the terrorist attacks,the United Nations divides the sanction measures from low to high into three levels: humanism,legislation and action.The greater the harm is,the stricter the sanctions are.In addition,according to the respective characteristics of the UN General Assembly,the Security Council and the Secretariat,the United Nations has established different governance institutions under them,thereby promoting and safeguarding the effective attack on terrorism.In the process of governing terrorist organizations in the Middle East,the United Nations has laid the foundation of the international law on the governance of terrorism,weakened the power of terrorist organizations in the Middle East and become the most important multilateral platform to deal with the terrorist crisis.However,the international community is full of contradictions and conflicts,compromises and cooperation in the UN counter-terrorism framework,and egoism and distrust among countries restrict the influence of the UN in relevant activities.In particular,it has its own limitations,such as the lack of mandatory governance mechanism,the low efficiency of executing agencies and the poor foundation of anti-terrorist recognition of member states.However,due to the defects of the UN's own governance mechanism and the intervention of major powers,counter-terrorism still has a long way to go.The deep-rooted predicaments such as the difficulty in the extinction of extremism,the issues of national sovereignty and human rights have made the United Nations confront unprecedented challenges in terms of the governance of terrorism.
