The Middle East, as the joint of the Europe, Asia, and Africa, acting as a key position in oriental-oxidental communication, with superior geographical features and the affluence in oil-gas resource, it marks eminent strategic and economic status. Since the 20th century, the Middle East, especially after the World War II, leapt into a vital part in the American global strategic blueprint.After 911 incident, the US global strategy attaches importance to anti-terrorism. Embracing that, the USA took battles with Afghanistan and Iraq, disintegrated the Taliban and Saddam regimes, and brought doomsday to the Al-Qaida. From the US point of view, Middle East area's falling behind, corruption and autocracy are the hotbed for propagating the terrorism, and since the war to Iraq the US unilateralism resulted in a breakdown with the Europe and contradictions inside, of all these, the President Bush proposed "Greater Middle East Partnership", meaning to eradicate terrorism by democratic restructuring and regain the US leadership in the area. Nevertheless, from the year of 2004, because of being busy dealing with the diverse and complex problems, the USA dispersed its concentration. And also the style of American democracy is inconformity to situations in the countries of the Greater Middle East area, so the Partnership had to be tabled at last.Forward the US unilateralism, the Bush administration comes to be aware of its limitation and with proceeding unilateralism would be none the better to broaden anti-terrorism and its benefits. Politically, "Greater Middle East Partnership" marks the transition of unilateralism to multilateralism. The Bush administration believes that the Middle East is the final area resisting free and democratic values and market mechanism after Cold War. Thus, only by promoting democracy in Greater Middle East can eradicate the root of terrorism; construct a new world of an essence with the US's type and build an American hegemony. So from the view of global strategy, the partnership takes as declaration to constitute a democracy and free world under American governance.
