Study On The Difficulties And Countermeasures Of The Implementation Of Precision Funding Policies In Universities In S Province

The number of people who are receiving financial aid and funds in colleges maintained rapid growth since the implementation of college students supporting policy in China in the past ten years.Under the new situation of poverty alleviation," educational development and poverty relieve" has become an important measure of poverty alleviation,namely,to enable children of poor families to receive fair and quality education,to block the intergenerational transmission of poverty,and to achieve the grand goal of building a moderately prosperous society in an all-around way.How to implement accurate financial aid for the establishment of the students of the card-based family and to realize poverty alleviation in education have aroused widespread concern in the society.In this paper,a questionnaire survey,in-depth interview and other methods are used to analyze the difficulties in the implementation of precise funding policies of colleges and universities in S province.In other words,it is difficult to fully implement the policy,low satisfaction and subsidizing educational effect is not obvious.And further analysis of the causes of the above problems is that the policy is not scientific,the funding concept is backward,publicity and education are not in place,and the working mechanism is not perfect.Finally under the guidance of the higher education cost sharing theory,human capital theory and the hierarchy of needs theory,we will explore a solution of the difficulties of the implementation of precision funding policies in universities in S province,that is,adjust the current funded policies and set up the comprehensive development of subsidizing education idea.We should establish a funded education system based on economic aid,with capacity training as the core and culture cultivation as the guarantee.We should build a fund-based propaganda system with first-class,focused and rich forms,improve the funding supervision mechanism,fund the evaluation mechanism,and establish a follow-up feedback mechanism for the cardholders so as to help the development of the students of the registered family to develop and grow talented,and to develop education out of poverty according to the requirements of the national.A group of people have come to the ground and won the battle against poverty.
