Research purpose and significance:Food safety has always been the focus of social attention.The reform of state institutions has repeatedly made food safety a key part of reform.In March 2018,the new round of institutional reforms was fully rolled out.The most intriguing thing was the abolition of the former State Food and Drug Administration,and the merger of the Industry and Commerce Bureau,Industry and Commerce Bureau,Development and Reform Commission and the Ministry of Commerce,and the establishment of the State Administration of Market Supervision,The comprehensive supervision model was implemented.Under the change of the supervision mode and the government function of “light approval and heavy supervision”,the burden of food safety law enforcement by market supervision departments is increasing.The daily law enforcement of food safety is an important part of food safety supervision.The quality and quantity of law enforcement manpower are an important guarantee and foundation for law enforcement.In March 2014,Hangzhou City integrated some of the duties of the Industry and Commerce Bureau,Municipal Food and Drug Supervision,the Municipal Food Safety Office,and the Municipal Quality Supervision Bureau,and formally established the Market Supervision Administration.It is one of the first cities to form a comprehensive market supervision institution,and the implementation of the market comprehensive supervision mode is in the forefront of the country.This study investigates the current situation of food safety supervision personal configuration in the market supervision and management system of Jingkai District and Lin'an District of Hangzhou,compares the gap between actual configuration and national standards,and finds problems in configuration.At the same time,the demand of actual food safety law enforcement personnel in the sample area was measured by the working hour measurement method,and the actual demand gap of human resources was found,thus providing a basis for rationally configuring the number of grassroots food safety law enforcement personnel.And put forward corresponding countermeasures and suggestions to provide reference for theimprovement of the configuration of Hangzhou food safety administrative law enforcement personnel in the new round of institutional reform.It also provides reference for the rational allocation of food safety law enforcement personnel during the formation of market regulators in other districts and counties(cities).Research objects and methods:The research object is the law enforcement work of the staff in the food supervision,food distribution,catering related departments and the food safety daily law enforcement personnel in the market supervision system of Jingkai District and Lin'an District of Hangzhou,Including food safety daily supervision and inspection,administrative licensing inspection,food safety incident handling,complaint reporting,major event catering protection.The research data comes from on-site research data,information system data,policy documents and documents.Personnel measurement uses time-consuming data obtained by on-site time measurement method and analytical estimation and expert consultation methods.Research results:(1)The number of food safety supervisors in the sample area is 168,only 54.8%of undergraduates and above,and only 3.6% of masters and above.The majors are mainly in management,economics and other majors,and only 4.2% are related to food regulation(food,public health).and they are all non-professional food safety supervision.The number of food safety supervisors in the sample area has reached0.17 per thousand population.The number of food safety supervisors in the planning has been basically met.However,the regulatory talent structure is far below the target of 2020,the supervision power is scattered,and the supervision focus is difficult.Grasping,affecting the effectiveness of food safety supervision.(2)Through expert consultation and on-site working hours calculation results,the standard working hours and the number of law enforcement personnel required for food safety law enforcement work were obtained.(3)By summarizing the calculation process and actual situation of each step,the formula for calculating the time spent by food safety law enforcement personnel and the general calculation formula for the demand of food safety law enforcementpersonnel are obtained.(4)A total of 129 food safety law enforcement personnel in the sample area were calculated(retained to the whole number),including 41 people in the Jingkai District and 88 in Lin'an District.The actual food safety law enforcement personnel in the two districts were 20 and 77 respectively.(5)Changes in the needs of law enforcement personnel caused by changes in work efficiency,increased daily workload,increased number of relatives,and increased number of law enforcement personnel required for a single inspection.In the personnel allocation assumption scheme,the Jingkai District and Lin'an District require a maximum of 77 food safety law enforcement personnel and 168 people,and at least 35 and 73 respectively.Suggestions:(1)Scientifically formulate law enforcement personnel configuration specifications and decentralize regional law enforcement inspection plans.The superior leadership department shall scientifically and reasonably formulate a set of food safety law enforcement personnel allocation standards,and decentralize the food safety inspection plan to the localities,and plan according to the characteristics of different regions to reduce the inspection pressure.(2)Strengthen the introduction,training and motivation of talents.From the perspectives of introducing talents,cultivating talents and retaining talents,the paper puts forward suggestions on strengthening the grassroots food safety law enforcement team for the problems of undergraduate food safety law enforcement personnel with low academic qualifications and low professionalism.(3)Diversified structure of extra-legal law enforcement personnel.To compensate for the shortage of food safety law enforcement personnel caused by insufficient preparation by introducing the results of food safety law enforcement personnel such as government employees,special-purpose personnel and non-professional inspectors.(4)The government buys services and introduces social supervision.Outsourcing some food safety law enforcement work through labor outsourcing,reducing the workload and improving the targeting of law enforcement.(5)Accelerate the process of food safety and smart supervision.Accelerate the process of food safety and smart supervision from measures such as accelerating local regulations and Internet infrastructure construction,strengthening the network supervision and social governance system,and improving data sharing processing and analysis capabilities.
