Research On The Current Situation Of Grassroots Food Safety Law Enforcement

With the development of economy and the improvement of people's living standard,people's pursuit of food has changed from satisfying quantity to satisfying quality.“hunger breeds discontent”,Food Safety is the foundation of a country.It is closely related to people's life and concerns the vital interests of the people and the stable development of society.In recent years,there have been many cases concerning food safety in our country: Melamine milk powder,gutter oil and other incidents,which have aroused wide public concern.At the same time,the Party Central Committee and the State Council have also attached great importance to the issue of food safety and made important instructions.On December 29,2018,the Food Safety Law was revised and promulgated again,further implementing the "four strictest requirements" and strengthening the legal responsibilities of food production and marketing enterprises and relevant subjects,it provides a solid legal basis for ensuring food safety.The key to ensuring food safety and preventing food safety problems lies in the administrative law enforcement of food safety.Therefore,it is necessary to make an in-depth analysis of the food safety problems in the new situation and probe into the current situation of administrative law enforcement in this field,it is of far-reaching significance for improving the administrative law enforcement ability of food safety to make clear the prominent problems and their causes and work out feasible improvement measures.This paper first defines the theories and concepts of food safety,administrative law enforcement,grass-roots food safety administrative law enforcement,and then selects Tengchong City,Yunnan Province,as the research object,in-depth analysis of the city in the grass-roots food safety supervision and administrative law enforcement process of the problems and reasons,finally,it puts forward concrete solutions from five aspects: optimizing the supervision environment,strengthening the construction of the team,increasing the investment of funds,standardizing the law enforcement behavior and constructing the socialized supervision system,with a view to future food safety administrative law enforcement work to provide a certain reference.
