A Study On The Perfection Of China's Government Procurement System From The Perspective Of The Principle Of Value For Money

The principle of value for money arises from the practice of government procurement in Western developed countries and occupies a central position.Its connotation is constantly enriched in practice,mainly reflected in two points,namely,the lowest price and the most economic advantage.The evolution of this rich connotation is not a one-off process.The principle of value for money is generated in the practice of British government procurement.It also develops with the “new public management movement” and “the pursuit of best value logic” in the UK,gradually in the government procurement system.It has the emphasis on satisfying procurement needs and reasonable procurement results,not excluding the lowest price pursuit,comprehensive consideration of costs and benefits,and taking into account the values of efficiency and fairness.The value of the principle of value for money in the government procurement system is unquestionable.However,the practical reasons based on the national conditions at the time and the legislative reasons have led to its lack,which makes the government procurement in China face the systemic dilemma of heavy procedures and the public policy function of government procurement.It is difficult to achieve,the procurement of life cycle cost increases,procurement needs and resultsdo not match the real dilemma.To this end,we must comprehensively adjust and improve our government procurement system based on the principle of value for money: improve the relevant legal system.Including the return of the principle of value for money and the improvement of related supporting measures;enhance the main responsibilities of the purchaser.Mainly implement the purchaser's procurement demand expression,performance acceptance and performance evaluation management;improve the supervision and management mechanism.Actively promote the decentralization of government procurement,strengthen post-event supervision,promote self-discipline in the government procurement industry,and strengthen procurement information disclosure and social supervision;strengthen policy functions.We must take advantage of the procurement demand to play a guiding role,improve public policy functions,and give full play to the advantages of e-procurement.
