Road traffic enforcement traffic police as the defender of social road safety and traffic order,plays an irreplaceable role in our daily lives.Thanks to the development of our society and economy,and the improvement of road network,the quantity of motor vehicles in our country increased exponentially recently.However,in contract,the work environment of traffic police has undergone severe deterioration in the same period due to multiple factors such as the persisting shortage of traffic police personnel,the increasing workload of traffic police,and the pollution in cities.This leads to reduced job satisfactory from traffic police and intensified conflicts between police and citizens.Consequently,it is of great significance to study the work environment of traffic police,analyze the causes of problems,and propose operational solutions.Such studies are critical for building a harmonious society,facilitating the economic development,and enhancing the national security.This thesis studies critical issues of the work environment of traffic police by taking the Changsha city as the example for empirical analysis and employing multiple approaches including literature study,on-site interview,and comparative analysis.We take.By clarifying and defining the concepts and boundaries of traffic police,their responsibilities and powers,and their work environment,we identify and confirm the critical values of traffic police such as safeguarding people's lives and property,maintaining social harmony and stability,and enhancing government credibility.Furthermore,we conducted comprehensive analysis of the survey data from Changsha city.We found that the problems of the work environment of traffic police in our country mainly lie in four aspects including natural environment,individual personality and background,interpersonal relationship environment,and organization environment.We also found that in additional to the natural environment and air pollution(which is mainly caused by the low efficiency of energy-saving and emission-reduction program),impacts from individual demands,police-civilian relationships,social value,laws and regulations all are critical and are the source of the identified problems.T On the basis of in-depth analysis,we further develop four countermeasures by employing the Maslow's hierarchy of needs,new public service theory,information asymmetry theory,core socialist values,and Arrow's impossibility theory,namely: optimize the strategy of road network construction based on the physical and mental needs of police and civilians;improve the comprehensive ability and moral standard of traffic police based on the values of police and civilians;enhance the meanings and approaches of on-road law enforcement based on the need of symmetric information sharing;strengthen the reform of the management system based on the need to build new public service system.
