The Development Of A Portal-based City Public Service Platform Case Management System

The city public service has developed with a trend of integration,openness and intelligence.Integration means that every department has devoted to pay efforts to policy making and city management and service.However,when it comes to the implementation of city public service,each business department usually has its own independent system whose data is difficult to interact with other systems' data.Even they can interact with each other,the business flow is difficult to operate in other platform.To avoid the forming of chimney systems,this thesis provides a synthesized platform based on Portal to provide a unified framework to realize the aim of city public service integrity.Specifically,the plug-in development technology of Portlet has been developed to achieve the openness of the city public service.Meanwhile,SOA and Web Service can ensure the data integrity and uniformity of business flow.The study contents of this thesis is consisted of the city public service platform,the case management application and the case management wechat docking system.1)The platform has been developed by the plug-in development technology of Portal framework.It includes Liferay Framework,Lucene search engine and workflow engine,so that improves the reusability of the software components.To ensure the integrity of data processing,the local services of business logic layer realizes the core business logic,the remote services of business logic layer realizes the configuration and access control of data interaction.2)The case management application has been developed by Portlet technology.It provides function models such as the case setting,case query,sending and case ending.The presentation layer of the case management application has been implemented by MVVM(Model-view-view Model)framework of Angular JS.The Spring MVC framework has been used in the business logic layer and the data access layer of the case management application.It is available for Web services technology for the case management application after the publication of remote services.It's also avoid the repetition of data inputting,which improves the process efficiency and makes full use of internet.3)The case management wechat docking system aims to achieve the outside business system and achieves SOA data interaction with the city public service platform.It's the bridge that connects with the case management application and the city management wechat public platform.It realizes direct interaction between city case management with citizen by taking full advantage of mobile internet technology.The major functions of the case management wechat docking system includes the column design,case report,the case inquiry and the city management wechat public platform interface docking.The system has been applied to the integrated services of a prefecture-level city.Because of its excellent technical architecture,convenient extensibility and maintainability,it has integrated 16 department systems,with 23 new Portlet applications,136 interfaces,921 information indices and 2.44 million data volumes through more than one year of smooth operation.The case management application has received 13000 cases,including 11180 that meets the standard of case setting,9279 cases has been completed that takes over 80% of the total cases.What's more,it gradually adds and deploys new applications and realize the design object effectively.
