Case Study On The Construction Of A Public Service Platform Of The Advanced Materials Industry Mainly By The Government Of Chengdu

On July 3rd,2004,the Ministry of Science and Technology,the National Development and Reform Commission,the Ministry of Education and the Ministry of Finance of the P.R.C jointly issued“the construction outline of the national science and technology infrastructure platform from 2004 to2010”.Under the guidance of the outline,a wave of platform construction has been swept over the whole country.After more than10 years,we have made great progress in the platform construction,which has provided a powerful support for the long-term development and priority breakthrough of science and technology.With the implementing of the innovation-driven development strategy,Chengdu Municipal People's Government is taking the technological innovation as the core driving force.The government has made a lot of relevant technological innovation policies and industrial development program,planning to build a number of scientific and technological innovation service platform to improve the innovation ability of the company and promote the achievements transformation.The typicality of the construction of the platform of the advanced materials industry lies in the following aspects:Based on the regional features and industrial characters,Chengdu Institute of Advanced Materials Industry(CIAMI)which is a people-run non-enterprise unit of science has built the public service platform to provide technology innovation for the small and medium-sized enterprise in Chengdu.Dedicating to offer full services from pilot trial to industrialization,the platform has provided a creative solution for the idle effect of scientific and technological resources,the difficulty of achievements transformation,low motivation in innovation by the small and medium-sized enterprises,production and research collaborative innovation,etc.According to the theory of public goods and the theory of non-profit organization as the theoretical basis,the construction of the platform of the advanced materials industry by the government of Chengdu as the case of the research in this paper,the author makes a deep analysis in the role of government in the platform construction and the mechanism of the platform,so as to explore an effective construction path and mechanism of the platform.The following revelations are concluded: the government should play a leading role in the platform construction and ally with the Non-ProfitOrganization to offset "government failure" and "market failure" in the supply of the public goods.The administration should establish a sound mechanism and improve its own “blood-making” capability for the effective and lasting development of the platform.It is hoped that the conclusion can provide reference for the construction of public service platform in other areas.
