Problems And Countermeasures In The Transformation Of Government Functions In S Town Of Bijie City

In the new era,with the rapid development of economy and society,the living and cultural level of our people is constantly improving.The government functions and the administrative methods of government functions can no longer meet the needs of society and people in all aspects.It is urgent to accelerate the transformation of government functions,create a good environment for development,provide high-quality public services and safeguard social equity and justice.In the process of the transformation of government functions,there are various problems.It is very important to face up to the problems,analyze the reasons behind the problems,and put forward relevant countermeasures to promote the transformation of government functions.In order to enhance the representativeness and typicality of the research object,S Town,the economic development zone of Bijie City,the National Economic Development Experimental area,was selected as the research object.This paper studies the transformation of government functions in S Town through field research,literature review and questionnaire survey.Through on-thespot visits,literature review and questionnaires,we found the problems of the town government: unclear division of responsibilities;insufficient supply of basic public services;weak awareness of public participation in public management;heavy assessment pressure;weak service awareness of village cadres.The reasons behind the problems are analyzed by systematic analysis: weak financial strength;lagging development of rural social organizations:unreasonable assessment indicators;unclear cross-functional authority;imperfect incentive mechanism for village cadres.Finally,taking the new public service theory,overnance theory and ecosystem theory as a reference,this paper puts forward some suggestions for solving these problems: Strengthening the financial construction of towns and villages,improving the supply capacity of basic public services;Decentralizing administrative rights,supporting and encouraging social forces to participate in social governance;Perfecting performance appraisal system,increasing the proportion of people participating in appraisal;Optimizing institutional settings;improve the incentive mechanism,enhance the service consciousness of village cadres,and build a service-oriented government.
