| Since it’s establishment,China’s offices in other place have taken on various government affairs such as government liaison,investment promotion for local economic projects,and reception of government affairs.They have made great contributions to promoting local economic development and strengthening regional relations.However,with the continuous transformation and expansion of the external economic and social development environment,the traditional functions of the government offices in the field are gradually weakened and the development prospects are increasingly limited.In view of this,it is necessary to conduct research on local government offices abroad under new historical conditions in order to stimulate their organizational vitality and enable them to play their due role in the management of government affairs.Based on the theory of inter-government relations,the functional theory of the Chinese government,and the new public service theory,this paper combines the author’s many years of experience and experience in the work of foreign offices.This paper analyzes the status quo,development history,basic functions and operation of the prototype of Guangdong D city office in Guangzhou.The history of offices in other place under the change of vertical comparative policy and the practice of other foreign offices at home and abroad are compared horizontally,and the dilemma of external policy pressure and internal mismanagement faced by the Guangzhou Office of City D of Guangdong Province and its influencing factors are analyzed.And through the analysis results,combined with the necessity and feasibility of transformation analysis,We will put forward suggestions on how to adjust the location,pay attention to local stability,socialize logistics services,standardize financial management,strengthen personnel management,publicize local culture,set up a talent work liaison station,and explore the direction of public services.Promote the transformation and development of field-based offices to the goal of building service-oriented offices in the field. |
