Study On The Influence Of Jiazhi On The Rural Governance Of Liangshan Reclamation Area In Sichuan

With the continuous development of our country’s economy and society,great changes have taken place in rural China.As an important part of the National governance system,the rural governance system is developing in the direction of modernization,and the villagers have become the main body of rural governance.The "19th National Congress" of the Party put forward the requirements of "building a pattern of social governance for joint construction,joint governance,and sharing" for rural governance,and establishing a rural governance system that organically integrates "rule by law,rule by virtue,and autonomy." China is a multi-ethnic country,it is very important to study the problems related to rural governance in minority areas and establish a governance system that is conducive to local development.Sichuan Liangshan Yi Autonomous Prefecture is the largest Yi area in China.So far,the traditional family culture of Liangshan Yi nationality still plays an extremely important role in the rural society of Yi area,which has a significant impact on the modernization of rural governance in Liangshan Yi area.This kind of influence mainly has two aspects: positive and negative.The former includes: the family members ’mutual help in production and life,and promotes the development of the rural economy in the Yi area;The active participation of the family members in the election of the two village committees is an effective tool for political mobilization;The sense of responsibility and mission of the family support organization is conducive to the basic livelihood security of the villagers and is conducive to enhancing the stability of rural society in Yi District;The family members ’recognition of their own traditional culture,customs,etc.has promoted the transmission of the Yi nationality’s fine culture.The latter is specifically manifested in the fact that the domestic support government affects the Democratic construction of rural areas in the Yi area,and at the same time it also weakens the leadership role of townships;Some illegal activities in some families affect the stability of the local society;The hierarchical consciousness in the family support system culture also restricts the construction of rural civilization and the daily life of the people in the Yi area.Therefore,in the context of the modernization of the National governance system and capacity for governance,how to bring into play the traditional management experience of the family support in Liangshan Yi area and take its essence away from its dross in the process of governance of the current Yi rural society.In order to reduce or even eliminate the negative effects of the family branch on the governance of the Yi villages,expand its positive impact,and how to rationally use the influence of the family branch culture on the Yi villages to optimize the traditional social governance function of the family branch,so as to achieve the perfection and development of the governance of the Liangshan Yi villages.To make it beneficial to the better life and development of the Yi people in rural areas has become the focus of this paper.In this paper,two villages of Yi nationality,P village in G county and M village in Z county of Liangshan Yi Autonomous Prefecture,are used as the field sites.Field survey method,literature analysis method and other research methods are used to study the influence of Liangshan Yi nationality branch on rural governance in Yi area.Through field participation in villagers ’village governance activities,household interviews,folk texts and official statistics,etc.,we have thoroughly and comprehensively observed and understood the role of family branches in the governance of Yi villages,and found relevant problems and analyzed them.The paper also puts forward some superficial opinions and suggestions on improving rural governance in Liangshan Yi District.
