Research On The Cooperative Promotion Of Rural Governance In Liangshan Prefecture Yi Ethnic’s Residential Area

Social governance refers to the process of solving social public affairs such as social security,people’s livelihood and welfare,and social conflicts under the leadership of the ruling party and under the guidance of the government.Its purpose is to resolve social conflicts and promote social fair and orderly development.As an important part of the grass-roots society,rural governance is to strengthen the cornerstone of social governance.Therefore,rural governance is to establish a governance system that integrates autonomy,rule of law and rule of virtue under the leadership of the grass-roots party organization.Thus,it can effectively guarantee and improve the rural people’s livelihood and promote rural harmony and stability.The natural environment of the villages in Liangshan Yi inhabited areas is relatively closed,and their human environment is relatively conservative.Therefore,multiple social governance subjects coexist.The villages in this area that exercise multiple governance rules have both common problems and regional characteristics in the governance process.At present,researches on grassroots governance are rich home and abroad.Foreign studies mainly focus on aspects such as spatial forms and regional functions of "community",and interpersonal relations within communities.Although these studies have thoroughly analyzed the nature of grassroots governance,the adoptability is not particularly strong considering the great differences in social structures and operation modes between the foreign communities and the minority rural areas in our country.Domestic researches,on the one hand,analyze the background,operation mechanisms and realization paths of rural governance from a macro perspective;on the other hand,they study the family support systems,customary laws and roles of folk elites in rural governance from a micro perspective.Therefore,there is still a spacious room for a comprehensive and systematic study on the rural governance system in Liangshan Yi inhabited areas.Due to multiple subjects of rural governance in Liangshan Yi inhabited areas,the social influence of traditional rules still exists,bringing both ubiquitous common problems and regional characteristic problems to rural governance in Liangshan Yi inhabited areas.This paper takes Naituo Village in Zhaojue County,Shaoxiluo Village in Meigu County and Yanwu Village in Butuo County as subjects for field research because their ethnic composition is relatively unitary and their social operation situation is more representative.Literature analysis,investigation and comparative analysis are used to conduct an empirical research on the historical development,rural economy,social development,and the participation of various governance subjects in the rural governance of Liangshan Yi inhabited areas.Based on the first-hand information obtained,this paper makes an in-depth analysis of the predicament and causes of the rural governance in Liangshan Yi inhabited areas.Under the guidance of governance theory and synergetic theory of the Communist Party of China,Establish the model as the institutional framework for building the path of rural coordinated governance in Liangshan Yi inhabited areas.In this study,the dependent variable,the endogenous variable and the independent variable in the model and their relationships were analyzed in depth.It was found that the positive change of the independent variable can cause the same direction change of the endogenous variable,and the endogenous variable will have a corresponding impact on the dependent variable.At the same time,with the continuous improvement of the openness of the natural environment and human environment,the exchange channels of internal and external information have been widened,so that the organizational subject and the individual subject constantly adjust their operation tracks spontaneously in the operation process,forming a coordinated operation order.As an institutional framework,on this basis,the path of rural coordinated governance in Liangshan Yi inhabited areas is constructed.Deeply studying the current situation of rural governance in Liangshan Yi inhabited areas,analyzing the difficulties and reasons,and building a path to promote the coordinated governance of rural governance in Liangshan Yi inhabited areas can not only enrich the theoretical system of national governance from the theoretical level,but also promote the revitalization of villages in Liangshan Yi inhabited areas in practice.
