Research On Public Crisis Governance Under The Network Environment

The Internet has been integrated into all aspects of modern society since its birth and development in the 1990 s,bringing about rapid changes in people's production and life,even subversive effects on certain areas.It can be said that the Internet has become an indispensable part of the real society.At present,China is in the decisive stage in building a moderately prosperous society in all respects and at a critical moment of reform.The reform and transformation will inevitably lead to a series of social contradictions and conflicts,leading to public crisis events become easy and frequent.The network environment has the characteristics of large amount of information,strong interactivity and wide dissemination.And the public crisis events which spread through the network will not only arouse the attention of a large number of netizens,but also attract the retransmission of network media and even mix malicious hype.They provides a hotbed for the germination and spread of public crisis.The spread of public crises and the accompanying network paradox show some new features and new influences.It has made it more difficult for public crisis governance.If the public crisis governance body does not take effective measures,it will easily lead to the expansion and intensification of public crisis events in the network environment,which will inevitably have an inestimable impact on social harmony and stability.This paper takes the public crisis governance under the Internet environment as the research object,summarizing the three core elements of crisis management which are the governance subject,the governance mode and the governance environment difference through the theoretical study of public crisis management under the network environment.Then it takes the public crisis event "Red,Yellow and Blue" kindergarten events as an example and uses the public crisis development Evolution model to reveal the behavior patterns of governance subjects in different stages of the crisis.Besides,taking the public crisis event of Jiuzhaigou earthquake as an example to illustrate the operation mechanism of the "three-system" governance model and analyzing the influence of environmental difference on public crisis management with the example of the public crisis event of longevity vaccine falsification.Finally,this paper stands in the multi-subject perspective of public crisis countermeasures and gives suggestions for the governance of public crisis under the network environment in order to enlighten and help the main body ofgovernance.This paper mainly includes the following aspects: combing the basic theory of the subject research,and summarizing the research results at home and abroad;systematically analyzing the core elements of public crisis management,from the perspective of three core elements to study the governance of public crisis under the network environment;social organizations,citizens three main governance subjects to govern the internal mechanism of public crisis;selecting 2017 "Red,Yellow and Blue" kindergarten events and other two public crisis events to analyze,establishing a public crisis development and diffusion model;and putting forward some countermeasures and suggestions for the governance of public crisis under the network environment,such as strengthening the core capacity building of the Government,giving full play to the role of social organization,enhancing the sense of crisis and discernment of citizens.
