The Public Crisis Governance Research In Internet Environment

On the basis of organizing and researching a large number of documents at home and abroad,this dissertation analyzes systemically the following issues,the overall context of the research of crisis management both from western countries and China,public crisis and public crisis management,public crisis and public crisis governance under the internet environment.This dissertation also reviews the relative contents and point out the experience,inadequate aspects and the tendency of the research of crisis management.Under the internet environment,the change from the traditional public crisis management to public crisis governance is an inevitable trend.Empirical research and multiple cases study has become an important way to study public crisis management.Focus on the core issue of the public crisis governance under the internet environment,this paper mainly discusses the following questions.This paper is about the study of public crisis governance theory under the internet environment.In the internet era,the origin of public crisis has changed and there are three types public crisis,the reality induced type,the reality and internet coexist type and the internet induced type.The nature of internet gives new characteristic to the public crisis which is different from the traditional one,creates new type of public crisis and puts forward new requirements to public crisis management theory.Synergetic theory and governance theory bear the brunt of the new theory of public crisis.In the analysis of synergetic theory,this paper introduces its subject and the basic principles.It also explored the effect of synergies and internal operation mechanism.In the analysis of governance theory,this paper introduces the origin of governance,public governance theory and discusses the differences between collaborative governance and traditional governance,laying theoretical foundations for the collaborative governance of public crisis under the internet environment.This theory runs through the macroscopic system of public crisis collaborative governance.This macroscopic system is a double system,including public crisis incidence evolution system and public crisis evolution system on internet.These two systems put factors both from the real society and the internet,which influence the development progress of public crisis.Therefore,the innovation of public crisis governance under the internet environment has an important significance for the study of the complex stakeholders in public crisis.This paper is empirical study of the influencing factors of public crisis under the internet environment.In the research of the factors of public crisis under the internet environment,this dissertation makes empirical analysis on the basis of a large number of public crisis cases by correlation analysis,regression analysis,principal component analysis and other mathematical statistics methods,exploring the regression model and principal components of public crisis factors,and other factors dummies mathematical statistical analysis beyond the inherent,providing real and credible data for public crisis collaborative governance.This plays an important an important role for the study of public stakeholders' model and public crisis participant behavior model and provides an empirical analysis for the research of stakeholders and multi-governance in public crisis.The research is about the main body of public governance under the internet environment.At the multiple media time,the composing of stakeholders of public interests is much more complicated than before,not only consisting of the traditional government,non-profit organization,enterprise or market,the public,but also the multiple media in internet environment,the general cyber citizen and opinion leaders.According to the multi-case studies,there are more than 80% of public crisis involving the government and the public,thus the government and the public become the most important stakeholders.Analyzing the inter relations between the government and the public by Principal-agent theory,this paper create different analysis models,including stakeholders of public interest in the internet environment model,principal-agent model between the government and the public,the interaction model between fail government and the public when the government fail to fill the demand of the public.The research is about the life cycle system of public crisis under the internet environment.With the help of the western classic public crisis management theory,this paper builds a life cycle system model of public crisis under the internet environment,which is different from the life cycle of traditional public crisis in internet characteristics.By analyzing the typical case of group events and exploring the application of the public crisis life cycle model and the formation mechanism of public crisis under the internet environment,this paper provides practical experience for the government led coordination governance of public crisis.This paper is about the public opinion system in public crisis under the internet environment.With the help of classic western public dissemination model,this paper creates the dissemination model of public crisis under the internet environment.By studying the logic relationship between public opinion and public crisis,and the constitute elements and formation process of public opinion in public crisis,this paper clarified the formation mechanism of public opinion in public crisis.On the basis of the above research,this paper builds an evolution model of public opinion in public crisis by combing a systematic study of Baidu Index in the big data era and multiple cases,which includes the normal curve distribution model and the other four models.This paper also analyzes the formation mechanism of the public opinion crisis of government internet.In the analysis of the typical case of the public opinion in public crisis,this paper explores the issue of public crisis management and the strategy of solving the public opinion crisis.This paper provides an dissemination analytical framework for the coordination governance of public opinion in public crisis.This paper is about the coordination governance model research of public crisis under the internet environment.Based on the tactical micro analysis of the above aspects,this paper concludes from the macro angel of strategic management,adjusts the “one case,three systems” model,analyzes the governance path of public crisis,creating the analytical framework of coordination governance of public crisis under the internet environment,which includes six systems and six kinds of model.One is about the coordination governance system based on empirical analysis,including the principal system,the accountability system,and the public opinion system.The correspondent mechanism includes principal coordination mechanism,the accountability mechanism of governors and the public opinion governance mechanism.The other one is about the coordination governance system based on dummy variable,including the ability system of public crisis coordination governance,the guarantee system and the evaluation system.The correspondent mechanism includes the ability improving mechanism,the functioning guarantee mechanism and the compositive evaluation mechanism.Each system consists of several subsystems and the correspondent mechanisms.Taking the public value as the core,these systems and mechanisms provide theory support and suggestions for the coordination governance of public crisis under the internet environment.
