Research On The Countermeasures For Qiqihar Government's Participation In The Circulation Of The Collective Commercial Construction Land

Due to the acceleration of urbanization and the development of urban and rural economy,the state-owned stock construction land and the land expropriation system can not meet the demand of the urban construction for land anymore.By contrast,a lot of collective commercial construction land in rural areas is idle.This phenomenon leads to spontaneous circulation on a large scale.Although it alleviates the contradiction between the supply and demand of land to a certain extent,but because of the lack of regulation,the“market failure”keeps arising constantly.So,giving full play to the role of government and researching on the measures of the land circulation supervision will have the powerful impetus function on achieving the establishment of a unified urban and rural construction land market which is raised on the 3^rd Plenum Session of 18^th CPC Central Committee.The problems and countermeasures in the circulation of the collective commercial construction land of the city of Qiqihar are studied as the object of study in this article.First the research status of property transaction,government intervention and land price calculation by domestic and foreign scholars are described,and the space to be further discussed is concluded.The theories about the circulation of the collective commercial construction land are introduced as the research basis.The current situation of the relevant systems is analysed.Then the problems and contributing factors in the Qiqihar government's participation are analysed.The impeding factors are found such as the haphazard land expropriation behavior,the overdependency of the land finance,the price of the circulation beyond the control,the frequently regulatory of the plan and hidden trouble of the invisible circulation.Through the utility analysis of the Qiqihar government's participation in the circulation,it is found that the permission of the circulation is the utility aximization decision for the government.Though analysing the multiple driving parameters of government's participation in the circulation,the necessity and the feasibility is demonstrated.Finally,with the analysis of the multiple driving parameters,the countermeasures for the impeding factors in Qiqihar government's participation are put forward such as regulating the land expropriation behavior,rationally distributing income,establishing the base land price system,compiling the overall plan for land utilization as a whole and establishing the market circulation mechanism.
