Research On Procuratorate Process Reengineering Driven By Big Data

The revolutionary impact of the big data wave has spread to all walks of life,and government departments are no exception.As an important part of the judicial system,the procuratorate system has many problems in exercising its functions.The emergence and development of big data theory and its technology provide opportunities and challenges for the procuratorate system to correct its own inadequate and keep up with the requirements of the times.The state has issued a series of construction directives for ‘smart procuratorate',and various levels of procuratorates have also carried out intelligent reforms based on big data to reengineering the procuratorate system business.This paper explores the process of reengineering based on big data procuratorate system,and combines the actual situation of Beijing People's Procuratorate to analyze the effectiveness of process reengineering,that is,the status quo of ‘smart procuratorate' construction.Firstly,relevant researches on big data,procuratorate system and process reengineering are sorted out.Then,the coupling between big data and procuratorate system process reengineering and the function mechanism of big data are analyzed to provide theoretical basis for the introduction of big data into procuratorate system process reengineering.On this basis,there are some problems such as complicated case handling process,imperfect information transfer process,lack of sufficient quantitative indicators for personnel management,and lagging public opinion response.In view of these problems,this paper puts forward the optimization ideas of establishing data resource system to provide intelligent assistance for business handling of inspection system,strengthening data management to improve information sharing process and carrying out big data analysis and utilization to support procuratorate system decision-making,and proposes the overall design scheme of procuratorate system big data platform.Secondly,the purpose of process reengineering is to output higher quality judicial outcomes and build a process reengineering team.Using the flow chart,flow sheet and other tools to carding the business and process,identify the main stakeholders of the process reengineering and their needs according to the stakeholder theory.On this basis,there are some problems such as complicated case handling process,imperfect information transfer process,lack of sufficient quantitative indicators for personnel management,and lagging public opinion response.In view of these problems,this paper puts forward the optimization ideas of establishing data resource system to provide intelligent assistance for procuratorate case handling,strengthening data management to improve information sharing process and carrying out big data analysis and utilization to support procuratorate system decision-making,and proposes the overall design scheme of procuratorate system big data platform.Finally,based on the methods of field research and data acquisition and literature analysis,the Beijing People's Procuratorate is taken as an example to summarize the effectiveness of the procedural system process reengineering,namely,the intelligent case handling assistance system,the big data-based procedural decision analysis function,the platform of comprehensive information management of politics,law and other functions of man-machine interaction system are analyzed.The contribution of these functions to the field of government governance is analyzed,so as to verify the framework of process reengineering of procuratorate system proposed in this paper.
