Research On The Practical Logic Of The Behavior Of Poverty Alleviation Cadres Stationed In Villages

In 2013,the strategy of targeted poverty alleviation was put forward,and it required poverty alleviation cadres to be precise in sending people,which making poverty alleviation cadres the backbone of poverty alleviation.Social commentary and academic groups are mostly concentrated on poverty alleviation system construction and problem research.Different evaluations blur the daily actions and practices of poverty alleviation cadres in villages,and neglect the performance of poverty alleviation cadres themselves in this wave of poverty alleviation.This paper introduces the perspective of daily life and takes the practice of poverty alleviation in Kang County as a starting point.It highlights the subjectivity of participants in practical activities,and attempts to present the real life logic of poverty alleviation cadres by portraying the daily life picture of the poverty alleviation cadres in the village.On the one hand,the fight against poverty is essentially a national intention to solve poverty through a large-scale campaign.It responds by various technical means such as file establishment,digital management,inventory assessment,and inspection.The tension between the country's macro-design and the villages filled with local knowledge gives the poverty alleviation cadres stationed in villages a space of self-selection.In order to meet the requirements of technical governance assessment,they carry out “alternatives”.In the face of digital management,they use the “estimate and adjustment” method to produce figures,and use archives to replace poverty alleviation;in the face of inventory tasks,such as policy propaganda,information disclosure,and democratic appraisal,they pursue formal rationality;in the face of policy implementation,they carry out selective implementation and response.On the other hand,in the face of the closure of rural society and the image of the weak people of the peasants,any formal and rigid means of governance is unable to display.In this case,the emotional governance strategy has become the best choice for poverty alleviation cadres stationed in villages.Through the management of emotions,poverty alleviation cadres stationed in villages gain the trust of the villagers and promoted the development of the work.Through the mobilization of emotions,they get the approval of the villagers and improve the villagers' satisfaction with poverty alleviation.Through the cold treatment of emotions,they are able to eliminate the daily resistance of the weak peasants and ensure the stability of poverty alleviation work.The two dimensions of the performance of the poverty alleviation cadres stationed in villages meet the upward assessment criteria and the downward satisfaction of the villagers.
