From the perspective of the civil rights of equality,this paper regarded the equal access to education as a significant goal of higher education development.The status,problems,and solutions of higher education resource allocation were also discussed.In light of the insufficient availability of related literature in this field,this paper contributes to a certain degree of innovation and strong practical significance.The series of solutions and suggestions proposed in the paper is expected to help further promote the situation of education management and education reform in China.In the specific research,this paper firstly introduced the basic concepts of higher education resource allocation and equal rights,using the public economic theory,public choice theory,resource allocation theory,and educational equity theory as the theoretical bases.Secondly,it discussed the reform process of China?s higher education resource allocation in recent years,analyzed the internal and external motivations of implementing such reform measures,and summarized the current status of China?s higher education resource allocation.Meanwhile,problems existing in the process of China?s higher education resource allocation have been discussed from the perspectives of government,colleges,individuals,and the Law.Comprehensive analysis of the reasons for the problems was also put forward.Finally,based on the above problems,the corresponding targeted solutions were proposed with the hope of providing reference and enlightenment for the course of China?s higher education reform and facilitating new explorations to better realize the civil rights of equality in the process of higher education resource allocation.
