Research On The Estimation Of Social Security Cost And Sharing Mechanism Of Citizenization Of Agricultural Migrating Population In Hebei Province

With the rapid development of industrialization and urbanization in China,a large number of rural population gradually separated from the agricultural production.The continuous development of social economy and the rapid development of new urbanization,the process of the realization of the citizenization of the migratde agricultural population of achieving urbanization will inevitably lead to the rapid growth in cost.The cost of social security is an important part of the cost of citizens,in all aspects of social security needs to increase investment,social security costs are also rising trend.How much of this part of the cost,the existing financial resources can bear or how to share the cost of social security is the focus of attention of the government and the community.It is also one of the problems that must be solved to enhance the level of urbanization and the development of new urbanization in Hebei province.Therefore,it is necessary to evaluate the feasibility of this process,and to build a reasonable cost-sharing mechanism on the basis of quantifying the cost of social security has become the focus of current theoretical and policy research.In this paper,the citizenization of migrated agricultural population as the research perspective,estimating the cost of social security citizenization of migrated agricultural population as the main line or the core content,based on the existing public service costs,social costs and other macro level research results,according to classical theory and model of labor mobility,defines the social security cost in the transfer of agricultural population of citizens.And the cost of social security of citizenization of migrated agricultural population in Hebei province is the result of the combination of many factors.The main factors caused the formation of high cost of citizen social security is institutional discrimination or division which led to the result that the migrating agricultural population cannot enjoy the same benefits as urban population.For example,the household registration system and related system attached to it raised the threshold for agricultural population to settle in the city,which reduced even damaged the benefit of migrating agricultural population.secondly,institutional obstacles extended to non-institutional discrimination,including the lack of economic development rights and political development rights.Non-institutional discrimination increased the risk and uncertainty in the process of migraring,which indirectly increased the cost of citizen social security of migrating agricultural population.On the basis of analyzing the main causes of the cost of social security of citizenization of migrated agricultural population,the corresponding index system of social security cost calculation is constructed.And the cost of social security of citizenization of migrated agricultural population is calculated by classification plus general method and total value of cost change.Based on the main causes and calculation results above,this paper designd a four sharing social security cost mechanism and from the main causes of social security costs targetedly built the safety net for the mechanism.
