The large amount of agricultural transfers has brought enough labor resources to the urban development.But in the city,in the take care of old age,education resources and healthy resources is not enough to meet the short-term rapidly needs of a large number of agricultural transfer population,therefore,the process of agricul tural population migration is relatively slow at present.In this context,Government as the main social manageme nt and service organization,how to implement the service concept of the government,and how to fulfill the functions of government,continuously improving the service level of service-oriented gove rnment.Which will be have important significa nce meaning to deal with citizenization problem in the process of urbanization.This study attempts to take a prefe cture-level city in Anhui Province as a research object.From the perspective of service-oriented government,this paper puts forward the research on the related government functions in the process urbanization of agriculture transfer population in Fuyangcity of Anhui province.The purpose of this study is to seek the counterm easures and sugge stions to improve the level of government function in Fuyang City to promote the urbanization of agricult ural population through theoretical and practical research.This study mainly discusses the following questions: First,through the study of library books,related statistical yearbook information and field study and found that Fuyang City in the promotion of agricultural transfer of the relevant departments of the government there are special funds,agricul tural transfer of population rights Protection regulations are too few,social service standards are low and so on.Secondly,through the analys is of the problems of the implementation of gove rnment functions in the process of urbanization of agricultural population in Fuyang City,it is found that some of the government departments exist due to the diversi fication of public demand for services and the limited access to public service information Such as the task and function of matching is not high,the special financial funds gap is large,the government functions there is a certain degree of offside,lack of coordination between gove rnment departments and other internal and external reasons,thus affecting the government-related economic,cultural,public services and other The functions of the expansion.In the analysis of service-oriented government theory,the aut hor puts forward the relevant countermeasures and suggestions,firstly,the administrative departments to establish the concept of civil societys tandards,improving theefficiency of the use of funds to improve the gove rnment's economic service functions;secondly,to strengthen the attention of the transfer of agriculture population,Thirdly,continuely to paying attention to the relevant public policy formulation and implementation about the agricultural transfe rpopulation,and make timely feedback and adjustment to the policy effect and improve the government social service functions.It is important to improve the government's social service and cultural functions;Fourth,according to the situation of Fuyang City,take the ecological,economic,people's livelihood and the development of the road to im prove the city's ecological civilization,the construction of ecological development of the city functions,to strengthen the government's social ecological management functions.This study has some theoretical and practical significance.First of all,in the past,the study of citizenization of agricultural trans fer population is mostly concentrated in Beijing,Shanghai or eastern coastal are as such as the more developed cities or regions.This study puts forward the theoretical proposition of “Citizenization of Agricultural Transfer in FuYang City”,and analyzes the problems in the process of urbani zation of agricultural population in FuYang City at the use of perspective of service-oriented government in public management.Secondly,through the use of literature study methods,the government in the promotion of agricultural transfer population of the people of the system and policy information,through the collection and collation of information,is conducive to explore and expand the government how to improve the level of service-oriented government cons truction,Which plays an important meaning in helping FuYang to promote the urbanization of agricultural population process.
