Since the reform and opening up,a large number of migrants have poured into cities,making great contributions to the economic and social development,but also brought a series of problems such as urban management,public security and so on.The temporary residence permit system,which assumes the responsibility of managing the floating population,is increasingly not adapted to the needs of the development of the situation and gradually loses its value of existence.However,the reform of the household registration system is facing many difficulties.There are great differences between the floating population and the resident household population in terms of social security,children’s schooling,income distribution and so on,which has caused tremendous pressure on the social management and public services in the residential cities.Accompanying the development of the times,the residence permit system came into being.This paper takes Liwan District,one of the old urban districts of Guangzhou,as the research object,with a total floating population of about 360,000 in Liwan District,and only about 87,000 residence permits in the actual validity period as the breakthrough point.Through the elaboration of the significance of the residence permit system,theoretical analysis,consideration of existing problems and proposals of countermeasures,it lays a solid foundation for promoting the residence permit system to take root in Liwan District.It also provides reference and reference for the promotion on the surface.It is undoubtedly an important step in the reform of the household registration system that the residence permit system replaces the temporary residence permit system by emphasizing the management of the floating population and making the floating population enjoy the same welfare benefits as the household registration system by equalizing public services.Although the residence permit system has the advantages of enjoying fair educational opportunities,obtaining equal employment rights,guaranteeing basic residence rights,providing basic social security,balancing narrow and unbalanced mentality,Liwan District still encounters willingness to issue certificates is not strong,obstacles to the system process,lack of supporting systems,insufficient publicity and understanding of the system,lack of communication and communication.Collaboration and other issues.In view of the current situation in Liwan District,this paper analyses these problems,and proceeds to solve the unpopular problem of Liwan District’s residence permit from the improving the willingness of floating population to accept certificates,strengthening the publicity of residence permit system,breaking the obstacles of system process,increasing the supply of supporting system,establishing supervision and feedback mechanism,so as to provide guarantee for the better implementation of Liwan District’s residence permit system.
