Study On The Big Data Applications Of Guangzhou Nansha New District Government From The Perspective Of Smart Government

With the transformation and development of information technology,big data has increasingly had a major impact on government governance,economic construction,social development and people's production and life.The Party Central Committee with General Secretary Xi Jinping as the core attaches great importance to the construction of digital China.China's “13th Five-Year Plan” also proposes to implement the national big data strategy,clearly pointing out that big data is a basic strategic resource that will contribute to social governance innovation.The Third Plenary Session of the 18 th CPC Central Committee and the 19 th National Congress clearly demanded the promotion of the modernization of the national governance system and government governance capacity.One of the core technology approaches is to make full use of next-generation information technologies such as big data to innovate government management and service models.The development of emerging information technologies such as big data has brought innovative development to government collaboration and public service models,and has been widely used in government management,decision-making,and service areas,greatly improving government governance efficiency and government service quality.This paper takes the government big data application of Guangzhou Nansha New Area(Free Trade Zone)as an example,and uses literature research method,comparative analysis and other methods to explain the government's big data application,the concept of intelligent government and internal logic,combined with the theory of public management.The paper first reviews the domestic and foreign smart governments,big data applications and their interrelationships,and then introduces the basic conditions for the application of big data in the promotion of smart government construction by the Nansha New District Government,and construction of big data centers and the application of big data in big data applications.It describes the opportunities that the Nansha New District Government's big data application brings to the construction of smart government in the transformation of government management mode,government service innovation,and government decision support.The paper in detail analyzes the problems of the big data application of the Nansha New District Government,such as insufficient attention,inadequate system and mechanism,imperfect security system,and low application level.It further analyzes the reasons for restricting the application of big data in Nansha New District Government,such as weak data technology,policy system,information island,information security and privacy constraints,etc.,which based on the full comparative analysis of domestic and international government big data application experience,proposed Nansha New District Government big data application countermeasures.The first is to strengthen the leading overall planning,special planning for the application of big data in Nansha New District,which can form a unified big data science development ideas,to build a high-standard big data application coordination system,and finally develop a special plan for big data application in Nansha New District;The second is to build Nansha New District Government's big data application security system,which will strengthen the infrastructure construction for adapting to the big data application in Nansha New District,and build a system for the management and sharing and opening of big data resources in Nansha New District;The third is to build the Nansha New District Government's big data application system,further build the Nansha New District Government's big data system,and strengthen big data security and privacy protection.The fourth is to build the wisdom of Nansha New District from the aspects of government wisdom,smart services and smart industries.These proposals are aimed at making an outlook for the big data application of the Guangzhou Nansha New District Government.It is expected that the Guangzhou Nansha New District Government will be at the forefront of the country in big data applications.
