| The assistance of vagrants and beggars who have no place in urban life is the main content of temporary assistance in the framework of social assistance.Since the traditional reception and removal system was replaced by the new temporary assistance system in 2003,experts in relevant fields in China have been committed to exploring the best way to help vagrants and beggars,and to rescue homeless beggars who have no place in urban life.Gradually realize scientific,professional and systematic.Especially in the past ten years,the rapid development of social work specialty as an applied discipline has brought new value ideas and ways and means for vagrancy begging and assistance.But for now,although the system reform has been realized,the rescue has been carried out.The staff members are still the staff under the traditional rescue mode,and the quality of the staff has not been improved with the reform of the system.As the main body of vagrancy and begging,the rescue management station still maintains or partly maintains the traditional rescue mode,which is simple,administrative and procedural.At present,the number of vagrants and beggars is increasing,the composition of groups is becoming more and more complex,and the demand is becoming more and more prominent.However,most of the rescue and management stations in the country still focus on the provision of food and accommodation,medical treatment and assistance to return home and other low-level needs.The high-level needs of vagrants and beggars are not guaranteed.This paper takes Zhengzhou L District Rescue Management Station as the The object of study and practice is to expand the scope of work of "post social workers" by providing social work case services for vagrants and beggars,and to explore the feasibility of social workers improving the inherent mode of vagrancy assistance.So as to improve the rescue effect of the rescue management station and better achieve the work goal of helping others to help themselves. |
