Research On The Function Of Local Government In The Village Level Collective Economic Development Of Luojiang District

Village-level collective economy is an important part of rural economy.It is the material basis for the operation of village-level organization and the development of rural cause,and the development degree is related to the overall development of rural economy.The benign development of the village collective economy is inseparable from the support of local government.However,from the perspective of reality,local governments still have many shortcomings in promoting the development of village collective economy.Therefore,it is necessary to explore how local governments can help the development of village-level economy,not only the rural development and social harmony,but also the function governance of local government.Luojiang district government power based on this,this paper takes the village-level collective development as the research object,and choose of Luojiang district YongAn Village,Baifeng village as a contrastive analysis of the specific case,according to the theory of public goods,market failure,service government and other related theories,comprehensive use of literature analysis and comparative research methods as the support,the integrated use of literature analysis and comparative research methods,such as through the Luojiang district government adjust measures to local conditions to promote the village economy in the process of economic development to try and its preliminary results should be combed and summarized on the basis of exploring Luojiang district government in power in the village collective economic development problems and its reason.At the same time,combining with the domestic other local governments in the experience and lessons of power village-level collective economy development,and based on this,advances of Luojiang district government to further promote the benign development of the village-level collective economy countermeasures and Suggestions.This paper argues that,due to the role and attitude deviation,lack of sustained and effective policy support,the government regulation in the assets of negligence and partly due to the influence of "the government of the universal" concept,can lead to the development of Luojiang district government in power village-level collective economy exist in the process of policy guiding support and resources to plan as a whole,inadequate supervision of collective assets,and the existing system and grassroots organizations construction lag behind,etc.Luojiang district government in economic development under the new normal,Luojiang district village collective economic development must help the transformation government function,intervention policy guidance,strengthening the collective asset management,reform the existing system and optimize the construction of grass-roots organization and other measures.
