Research On Government Performance In The Development Of Rural Collective Economy In W District Of Suzhou

The rural collective economy is the material foundation for ensuring the supply of rural public goods,improving rural public service capacity,and ensuring effective rural governance.The 19th National Congress of the Communist Party of China formally proposed the implementation of the rural revitalization strategy,emphasizing the need to deepen the reform of the rural collective property rights system,protect the property rights and interests of farmers,and expand the collective economy.Therefore,developing and strengthening the rural collective economy has subsequently become an important issue that must be faced up to in comprehensively promoting rural revitalization and a mission that governments at all levels should shoulder.This article is based on the practical experience of the development of rural collective economy in W District of Suzhou,and conducts research on the performance of local government functions in the development of rural collective economy.By using interview and literature review methods,the existing problems and underlying reasons are analyzed.Based on the actual situation in W District,optimization strategies are proposed to strengthen government management and service levels for the W District government,and fully fulfill government functions,In order to further develop and strengthen the rural collective economy,reasonable suggestions are provided.In recent years,the W district government has effectively driven the development of rural collective economy by fulfilling its functions in four aspects:planning guidance,organization and coordination,supervision and management,and service guarantee.However,in the new situation and background,the development of the rural collective economy is facing new challenges and requirements,and there is still room for optimization in the performance of government functions.The policy system is not sound,the effectiveness of policy support is limited,the degree of cooperation between functional departments is not high,communication and coordination are hindered,and there are insufficient participation of multiple entities,lack of the main role of villagers,weak ability of grassroots teams to perform their duties,and lack of talent support are gradually becoming prominent.The main reasons for this are insufficient ideological understanding,imperfect policy planning,and imperfect mechanism management.On the basis of problem research and cause analysis,combining the new public service theory and the government function theory,this paper proposes that the grass-roots governments should change their ideas and strengthen their responsibilities,to enhance the effectiveness of performing duties,we should optimize the development mechanism,upgrade the planning level,strengthen citizen participation,improve the supervision mechanism,improve the service guarantee,and strengthen the supply of talents,we will promote the further development and expansion of the rural collective economy.
