Research On Government Functions Of Collective Economy Development Of Baila Miao Village In Xuyong County

Currently,China has achieved a comprehensive victory in poverty alleviation,and the central work of rural development is gradually shifting towards consolidating the achievements of poverty alleviation and achieving a smooth transition to rural revitalization.To achieve rural revitalization,promoting rural economic development is the key,and to achieve great development of rural economy,it is inseparable from the development of village collective economy.Village collective economy refers to a kind of Common ownership economy that takes the village as the main body and is jointly owned by all members of the village.Its Means of production and labor products are collectively owned.To develop the village collective economy,government support is indispensable.In most areas with poor economic conditions,the collective economy industry mainly relies on the transformation of government financial funds into village collective economic assets to achieve slow development of the village collective economy.Without a self generated driving force for development,township governments play a crucial role in the development of the village collective economy.Firstly,they coordinate the resources of the entire township and plan for the collective economy industry of the entire township;The second is to apply for collective economic project funds from superiors and organize the implementation of the project;The third is to supervise and provide technical guidance to the existing village collective economic industries;Fourthly,organize collective economic management personnel from each village to participate in training and learn the village collective economic management methods issued by superiors;Fifth,contact assistance units to help expand the sales of collective economic industrial products in various villages and villages.Baila Miao Township is a typical example.Baila Miao Ethnic Township is located in the Wumeng Mountains,with relatively backward transportation conditions and extremely single industries.Traditional agriculture accounts for over 90% of the total industry in the township.It is urgent to achieve modernization of agricultural production and innovation in the agricultural industry through the development of village collective economy,in order to break through the bottleneck of economic development in the entire township.Through the research on the government functions in the development of village collective economy in Baila Miao Township,Xuyong County,Sichuan Province,and through the comparison between the development of collective economy in each village,as well as the comparison with the villages with better collective economy in China,this paper finds that there are unreasonable resource allocation,too single planning industrial structure,immature management mode,insufficient talent team capacity,inadequate supervision Insufficient research has led to generally poor industrial efficiency and other issues.In response to these issues,this article proposes measures for the people’s government of Baila Miao Township to strengthen government functions,such as strengthening the construction of village collective economic management teams,increasing investment in village collective economic management costs,strengthening supervision of collective economic industries,integrating resources for reasonable industrial planning,and adjusting business models,in order to promote the development of Baila Miao rural collective economy,And provide reference for the development of village collective economy in similar remote mountainous minority towns,effectively promoting rural revitalization after the poverty alleviation campaign is completed.
