Study On The Public Service Functions Of The Kinmen Compatriots Association

The Kinmen Compatriots Association(referred to as the Kinmen Compatriots Ass.for short)came into being in the special historical period of isolation and confrontation between the two sides of the Taiwan Straits.It is a kind of regional organizations by the nature of fellowship that only exists in Fujian,and is the result of China's special political history.Kinmen compatriots have a tradition of patriotism,mutual aid and friendship.In order to improve the communications among Kinmen compatriots,strengthen the interaction between Kinmen,Taiwan and the Kinmen Association in Southeast Asia,further improve the work of the people of Taiwan,serve the great cause of reunification of the motherland,and make contributions to the revitalization of the Chinese nation,Kinmen nationality representatives from all over Fujian proposed the establishment of Kinmen Compatriot Association in the 1980 s.The proposal was approved by the relevant departments,therefore Fujian Kinmen Compariots Association was formally established.Although the founding of the associations in Fujian Province has a history of about 30 years,there has been almost no relevant research on it in the academia.For the first time,from the perspective of a Kinmen Compatriots Association staff,this paper studies the public service function of it as a special organization,focusing on the evolution and status quo of its public service function.As a group organization,the Federation has the commonness of both official and non-profit groups.However,because the Kinmen Compatriots Associations were established on a regional basis and having blood relationship,it has the nature of Compatriots Association and is different from other groups,thus it is a special official group.Based on the development process of cross-strait relations,this paper expounds the evolution of the public service function of the Association in different historical periods.At the same time,through learning and comprehending all kinds of research results,this paper analyses the current situation and difficulties faced by the Association in fulfilling its public service functions at this stage.Including: organizational management model,singleness of service function,traditional work mode disjointed,etc.At the same time,it combines literature research,in-depth interviews and participatory observation,combines the new public service theory and public organization function theory,combs and summarizes the public service function of the Association,puts forward its public service function at the present stage,and analyses the countermeasures to improve the public service function of the Association.
