Research On The Participation Of Jiangsu’s Social Organizations In Public Service

Along with the sustained and rapid development of economy in Jiangsu province,citizen’s public service demand growth quickly and increasingly personalized and diversified.The problems such as shortage in supply of public service and inequality in distribution ofpublic service all pose challenges to the government’s public service supply. The socialorganizations are important power in social governance, it can make up for the inadequacy ofgovernment and market, especially in the social affairs public service such as poverty relief,pension assistive, promote employment and so on. Compared with the market and government,the social organizations have obvious advantages of public service, they can promote thequality and efficiency of the overall public service supply, and they can also improve thesupply level and equalization degree of public service. At present, the social organizationsdevelop rapidly, but they are still in the primary stage of development and lack of vitality.However, whether the transformation of the government functions can reach the designatedposition, the key of the problem is whether the social organizations have the ability toundertake the functions that the government transfers. Combine with the participation of socialorganizations in public service, it is not only to study the transformation of the government’spublic service function, but also to study how to build the public service ability of the socialorganizations. The study about the Jiangsu’s social organizations participate in public serviceis not only can promote the effective change of government functions, but also can promotethe development of the social organizations.The research of this paper is based on the theoretical research at home and abroad. First of all, it analyzes the new opportunity and service advantage of the social organizations inpublic service. Secondly, it analyzes the present situation of Jiangsu social organizations inpublic service combined with the typical cases. The present situation consider of the realisticbackground such as the development of Jiangsu economy and social organizations, and thepressure on public service. Thirdly, it discusses the difficulties that the social organizations arefacing in public service. In particular, the difficulties include the limitation of participate in thequalification, the shortage of welfare social organizations, the lack of specialized andprofessional talents, the disorderly transfer of government functions, and the lack of supportcome from government. At last, the paper conclusion the mature experience that come fromhome or abroad and put forward some exploratory suggestions. The paper argues that it needshelp from government and social organizations. On the one hand, the government shouldtransform function orderly and support the social organizations in all aspects. On the otherhand, the social organizations should expand the area of public service and shape their brandproject. At the same time, the social organizations should strengthen the talent team andstandardize the internal governance.
