South China sea,located in the western Pacific ocean,as one of China's marginal sea,the South China Sea is rich in natural resources,linked to the Indian Ocean and the Pacific Ocean.The South China Sea area important strategic value has been the attention of neighboring Countries.The South China Sea area mainly includes Dongsha islands,Xisha islands,Zhongsha Islands and Spratly islands,of which the Nansha Islands are the southernmost group in the South China sea.Since the 1970 s,the Philippine encroachment on some islands of the Spratly Islands has caused controversy in the South China Sea.Since the 1990 s,China's economy has grown significantly since the reform and opening up.After joining the World Trade Organization in 2000,China's economy has developed at a high speed.In order to prevent China from endangering the interests of the USA in the future,hedging strategy emerged as a kind of "pre-prevention".In the context of China's rise,the Philippines,as China's maritime neighbor,hopes to seize the economic development opportunities brought by China,strengthen its links with China in trade and investment to promote its economic development,and on the other hand,deeply worried about the future of China.As a result,the Philippines has adopted a hedging strategy for China.Since the controversy in the South China Sea in the mid 1970 s,the South China Sea issue has been running through the relations between the two countries,so the policy of the South China Sea is an important aspect in the Philippine hedging strategy towards China.By borrowing the concept of "hedging",and according to Kuik Cheng-Chwee's definition of hedging,this paper attempts to divide the hedging strategy into two parts: the combination of profit maximization strategy and the combination of risk response strategy.From these two dimensions,this paper makes a concrete analysis and gets a full understanding of Philippine's South China Sea policy.
