Research On Emergency Material Scheduling Considering Victims' Psychological Perception

Recently,many disruptions and accidents all over the world occur frequently,resulting in huge economic losses and casualties.In order to deal with emergencies,countries pay more attention to emergency rescue.Among them,the first priority of emergency rescue work is the dispatch of emergency materials.At present,the research and practice on the dispatch of emergency materials have not fully considered the victims themselves.Therefore,from the perspective of the psychological perception of the victims,the research on the scheduling of emergency materials is carried out in order to ensure the establishment of a reasonable and efficient scheduling scheme for disaster relief materials.It has become the primary problem to be solved by the relief work in the disaster area.This paper took earthquake as the research background,and considered the psychological perception factors of victims in the optimization modeling of emergency material scheduling,and embodied the purpose of “people-oriented” in rescue work.First of all,the factors that affect the psychological perception of the victims are analyzed,and the damage degree of the disaster areas,the educational level of the victims,the type and structure of housing,and the disaster experience are selected as the indicators to describe the psychological perception of the victims.The method of index quantification is given.The value function was used to describe the victims' psychological perception time and discontent psychological perception,and the time function considering the victims' psychological perception and the material dissatisfaction function considering the victims' psychological perception were constructed respectively.Basing this,an multi-objective optimization model of emergency material scheduling which considered the victims' psychological perception was established,After that,considering that when solving the complex problem,the genetic algorithm convergence speed was slow,and the multi-selection genetic algorithm was designed to improve its slow convergence.Finally,the emergency material scheduling problem of the Yushu earthquake in China was selected as a background case,and the feasibility and scientificity of the model and the improved algorithm were verified by using Matlab software to solve the problem.This paper studies the optimization of emergency material scheduling from the perspective of victims' psychological perception.The model of emergency material scheduling considering the psychological perception of victims has practical significance to solve the problem of emergency material scheduling and can effectively improve the efficiency of emergency material scheduling and the material satisfaction of victims.It lays a foundation for the continuous improvement of emergency rescue system and enriches the research content of emergency material scheduling.
