needs outside help,and the timeliness of rescue work is the most important factor in the emergency rescue process.Therefore,It is also one of the important methods to respond to emergencies to share emergency supplies between regions by taking advantage of the principle of proximity and resource sharing,and dispatching the original storage of emergency supplies.Due to the development of existing communication equipment,disaster victims can obtain information about the disaster through various methods.Decision makers should try to reduce the risk perception of disaster victims in the process of dispatching emergency supplies,so as to avoid social turbulence and serious social problems.Based on the regional linkage theory and emergency material scheduling theory,this paper aims to improve the efficiency of disaster rescue and reduce the risk perception of disaster points,taking into account the multi-party interest appeals,and use literature research and other methods to make in-depth research on the emergency material scheduling model.In view of the analysis of the previous emergency material dispatching model,the vertical dispatching mode and the same risk perception reference point were used for disaster points in the past.This article takes advantage of regional linkage,taking into account the interests of multiple parties,and adopts the model of dispatching materials from non-hit disaster areas to the hardest-hit areas.On this basis,a multiobjective model of regional emergency supplies dispatching considering the risk perception of both parties is constructed.The main work is as follows:First of all,in response to the scene of the initial disaster,after the disaster,the hardest-hit area will still face a shortage of emergency supplies after allocating its own emergency supplies.At this time,give full play to the advantages of regional linkage and choose non-severely-hit areas that can provide emergency supplies.Emergency supplies dispatching.Using the prospect theory to describe the risk perception of the amount of shared supplies in the non-severely-hit areas,and the risk perception of the arrival time of emergency supplies in the hard-hit areas,and construct the emergency supplies dispatch with the goal of minimizing the risk perception of both parties and minimizing the unsatisfied quantity of materials.model.Secondly,in response to scenarios where secondary disasters may occur in the hard-hit areas,which may lead to material shortages in the hard-hit areas,more realistic factors should be considered in the regional emergency material dispatch model.By analyzing the influencing factors of the victims’ psychological risk perception,construct the expected shared emergency supplies quantity function in the non-severely-hit areas;the possibility of secondary disasters leads to uncertainty in the demand of the hard-hit areas,and the demand in the hard-hit areas is determined by the disaster coefficient of the hard-hit areas.In the face of the possibility of secondary disasters,the hardest-hit area needs to decide the level of emergency supplies remaining after the emergency supplies stored in the area are allocated in advance,and respond to the material needs under the possible secondary disasters,and therefore also need to consider the supplies in special periods Storage costs.Based on this,a multi-objective emergency material scheduling model is constructed that minimizes the risk perception of both parties,minimizes the unsatisfied quantity of materials and material storage costs.Finally,two calculation examples are used to design the NSGA-Ⅱ algorithm to solve the two models.According to the data of the calculation example,the scheduling plan and the quantity of dispatched materials from the non-severe disaster area to the hard-hit area that meet the objective function conditions are solved.The results show that the goal of responding to the needs of the hardhit area in the first time and alleviating the panic psychology of both parties can be achieved.By solving and analyzing the results of a single goal to achieve the optimal situation,the results are compared with the results of multiple goals,and it is also verified that the model of regional dispatch under disaster events can achieve the rescue purpose.At the same time,the rescue process takes into account the interests of each rescue participant,which is of overall importance..At the same time,based on the sensitivity analysis of the speed of the vehicle to the risk perception of the hardest hit area,the range of the
