The Study Of Co-supply Model Between Social Organization And Government In Community Home Care Service

With aging time coming,we are facing increasingly grim aging situation.How to meet the following pension service becomes an urgent problems for our new government.Community home care could be an appropriate choice.Supplying pension services by the social organization and government's cooperation is a main pension services supply form nowadays,which can take the advantage of both social organization and government.However,many problems occurred in practice.In this article,I intend to study the deep reason of the successful cooperation between the two sides and explorer the co-supply model in addition.At first,I clarified the literature in the past.Then I clarified the concept of community home care and social organization,along with pension resources and resource-based view.I draw a conclusion as follows: resource advantage is the deep reason of the successful co-supply of community home care service.In the end,I set up the co-supply model between social organization and government based on”Government providing fund-social organization providing service”model and resource dependence theory.This article based on field survey.I chose Shanghai as an example.I had 3 cases:Huo Ban Ju Jia-human resource advantage,grassroots organization,providing day care and door-to-door service;Changqiao Dining Center-industry advantage,an enterprise taking community dining center;Jiu Jiu Guan Ai-people-run non-enterprise unit,providing information platform.This choice contains 3 basic type of service in community home care.In this article,I divide the resource need of pension care into two types:individual and general.Individual need is provided by social organizations,while general need is provided by the government.General need contains policy resource,infrastructure resource and administration resource.How much the pension service rely on them depends on the rigidity,scope limitation and standardization requirements of service demand.In addition,it determines the power distribution between social organization and government.That's where different co-supply modes origined.By Analysing the power distribution,cooperation form,cooperation property,we find that community meal service fits Sale-benefit Cooperation Mode based on Industry Chain,community daily care fits the Embeded-Survive Cooperation Mode based on Professional Human Resource,In-door Service Platform fits the IntegratedEntrepreneurship based on Nerwork Tech.These three modes meet difficulties like profit limit,management cost and promoting effects.This article had 4 conclusions: Community home care need organizations with resource advantage.The building of pension service co-supply mode is essentially a power distribution based on resource dependency.The characteristics of pension service determine the different modes of cooperation.The government should provide a good condition for elderly care organizations.
