Study On Diversified Supply Model Of Community Home Care Service Under The Aging Background

The development of aging causes the society to face serious provision for the aged.In the situation of limited family old-age support ability,lack of community old-age supply,insufficient development of old-age nursing institution,a kind of community home care model emerge as the times require,which is family-centered,community-based and supported by professional organization.Meanwhile,it's dominated by government in purchasing service and undertaken by non-governmental organization entity and social participation is encouraged,then this model becomes a realistic choice for people.This paper is based theoretically on welfare pluralism,structural functionalism and Maslow's hierarchy of needs and social embeddedness theory.On the basis of the demand survey of community home care services of Changsha,Hunan Province,we analyzed supply capacity of government,market,society and self-care supply,and learned from successful experience from Japan,the United States,the United Kingdom,Holland and Germany,then we build a multivariate supply subject and cooperative mechanism to cope with the demand for aging community home care services and improve the services supply level.The study found that the elderly in Changsha preferred community home care model among pension service models.Pension funds needs is urgent,the government and social support are a little bit low.The need for medical care is urgent and there's a rising trend with age.The loneliness of old people is multiplied,and emotional comfort is especially important.There's also strong recreational needs and the hope of expanding the construction of recreational facilities.And in the community home care service supply,in recent years,the government of Changsha guides supply by the method of seeing big things through small ones.It seeks more sense of gain for the elderly by strengthening policy guidance,besides,improving the support facilities for community and increasing financial support have greatly enhanced the supply capacity of community home care services.But compared with the demand of the masses,there's still a certain gap,which shows the government's supply effect was initially apparent;the market was short of supply;social supply was not strong and the ability of self supply was declining.Therefore,based on the successful experience of foreign community home care services,the author puts forward the suggestion to build a pluralistic supply subject;to clarify the position of government responsibility and play the guiding role of the government;to promote the embedding of nursing institutions and enhance market participation energy;to strengthen social organization and improve social participation capacity;to implement the empowerment of power and enhance the level of self supply.In order to promote the formation of collaboration among multiple subjects,this paper also suggests that supporting role of the community should be strengthened to promote the integration of resources of multiple suppliers;to highlight the cultivation of professional talents and form the talent support of the multi-agent.The Internet plus,unimpeded information sharing of the pluralistic supply subject;the third party evaluation is introduced to promote the optimal combination of multi-agent.
