Abstract/Summary:
On March 5,2019,Premier Li Keqiang clearly proposed to promote supply-side reform and innovation in the 2019 Government report of The General Office of the State Council,and pointed out the development prospects of elderly care services.Community pension service as a new pension service model,different from the old family pension,it needs the participation of the government and society.Social organizations,as one of the main bodies providing community pension services,have become an indispensable part of the community pension service system.They enter the community in different ways and participate in the community pension service supply.In the process of participation,how to deal with problems,discover and respond to preventive measures,and sum up experience in practice,in order to seek long-term development,has become a key issue.The participation of social organizations in the supply of community old-age services is a problem of socialized supply of old-age welfare.Welfare pluralism,characterized by polycentrism,advocates social sharing of welfare responsibilities and emphasizes the role of voluntary sector and commercial sector in social welfare supply.Welfare pluralism theory government failure theory and hierarchy of needs theory provide a theoretical framework for social organizations to participate in community old-age services.Welfare pluralism advocates that the state and society form a cooperative governance system,emphasizing the full cooperation between the state and society;The theory of government failure concretely shows that when the government cannot meet the diversified demands of the market,it cooperates with social organizations,communicates and harmonizes with each other,and manages in a variety of ways,which is conducive to improving the cooperative supply efficiency of old-age services.At the same time,it will help to expand the supply scale of old-age services,provide more comprehensive and targeted services,and thus improve the social welfare of the elderly group.Through the case study and comparative analysis of social organizations’ participation in the field of community pension service in N District of T City,the prominent problems existing in different pension service supply modes are discussed from point to point.First of all,in the mode of government supply,social organizations have problems of single source of funds and imprecise match of supply and demand in their participation.Secondly,in the mode of market supply,social organization participation has the problem of lack of social workers and weak normative governance ability.Finally,under the voluntary supply model,the participation of social organizations has the situation of insufficient credibility and mobilization capacity.T city N area according to the present difficulties and disadvantages of social organizations to participate in,the welfare pluralism theory advocated in a multivariate supply in the main body of management system,the government should undertake the main guiding role,play a leading role of social governance,the other main supply play to its own advantages,together with the government to participate in social welfare supply,abundant supply products,meet the demand of diversified supply.Therefore,under the model of government supply,social organizations should give play to their flexibility,enhance multi-party cooperation ability.Based on the hierarchy of needs theory,social organizations participating in the supply of community elderly services under the market supply model need to accurately assess the needs of different elderly people to improve their own capabilities and ensure the quality of service supply.Under the voluntary supply model,social organizations should increase publicity of community elderly care services,improve credibility,and then enhance the participation of social organizations in elderly care services.
