As a representative country in the history of constitutional government,the United Kingdom generalizes the evolution trend of the voter qualification from the property right to the age determination and the realization of universal suffrage by studying the types of voter qualification in the electoral system of the United Kingdom.This paper analyzes the leading role of property rights in the early electoral system in British history,and gives a positive answer to the historical existence of property rights in voter qualification,and summarizes the important role of parliamentary reform in the evolution of voter qualification.The voter qualification of property rights led to the emergence of rotten electoral districts and the land aristocracy still wanted to monopolize the election,which showed a conflict with the development of social system.Therefore,it was an inevitable trend of historical development to promote the transformation of voter qualification and eventually realize the reform of the electoral system of universal suffrage.With the development of commodity economy after the industrial revolution,the great change of social structure,the transformation of the leading force of social class,the demand of overseas colonial market,the establishment of political parties and other external changes of various social forms,the realization of universal suffrage was finally promoted.This paper reproduces the function of property right to electoral system,explains the diversified existence forms of historical categories in a transitional period with the help of morphological history method,reveals the development of multiple structural factors in the process of the creation of new social forms,and reveals the evolution of social paradigm in the process of the transformation from one social form to another.
