In the background of intensifying competition of regional economy,promoting the enterprise capital management,more and better use of the securities market,more and more become the transformation of the mode of economic growth and local government at all levels effectively enhancing regional competition power of important strategic objectives.The securities market under the current system of our country is still a mature market which is under cultivation and development.In this context,the government promotes the listing of regional enterprises to obtain a larger share of the securities market,which is conducive to the regional breakthrough system and capital bottleneck,and leads the economic development at a higher level.Karamay is a typical resource-based city in China's Xinjiang uygur autonomous region.Small proportion of local enterprises,enterprises directly under the central government dominance,obviously is the main characteristic of Karamay economic structure,its local enterprises small in scale,quantity is little,single industrial structure,weak industrial base,high resource dependency is the main problem of Karamay economic development.The Karamay oilfield development has entered the later period,the smooth transition of city is facing the great pressure and industrial upgrading,development of local enterprises,encourage enterprises listed financing has become a Karamay the pressing needs of the economic sustainable development.So this article according to the analysis of current Karamay to listed companies,analyze the problems that exist in the listed companies,to explore the methods of auxiliary local listings of local government,will not only help to promote ability of the enterprise listed financing,kelamayi area to speed up the listing process,promote the sustainable development of the enterprise,at the same time of Karamay industrial upgrading and transformation of economic development patterns have important role.This paper takes the resource-based city Karamay as the research object,taking S enterprise as an example to study the service mode of the government in Karamay enterprises during the listing process.The article is divided into five parts: the first part,related concepts and theoretical overview.This chapter firstly defines the important concept of enterprise listing.Secondly,it elaborates the relevant theories of enterprise listing and lays a solid theoretical foundation for subsequent research.The second part is the analysis of the present situation of the listing of Karamay enterprises in Xinjiang.First from Karamay general situation,economic development and the status quo of the enterprise three aspects analyzed development status of kelamayi area,secondly from the local government to promote the important significance of kelamayi listings,quantitative analysis of Karamay listings status quo.Explore the problems existing in the listing of enterprises and analyze the causes of the problems;In the third part,the paper discusses the problems and causes of the listing process of local government service enterprises.From the case introduction and case analysis,the factors affecting the listing process of S company are analyzed.The fourth part,from the local government function orientation in the process of listed companies,the optimization of Karamay enterprises listed on the policy environment,give play to the role of local government in enterprises listed in the service,guidance,foster companies listed on the external environment and optimizing Suggestions,which will provide a scientific basis for the decision-making departments.Through the analysis and research of this paper,the following main conclusions of this study: first,Karamay government to promote enterprise listed,at the micro level,can rapid accumulation of capital,promote the system innovation,promoting management innovation,promote technological innovation,realize from product operation to the upgrading of products and capital management,increasing the enterprise visibility and reputation;On the macro level,we can improve the comprehensive competitiveness of the region,promote the adjustment of industrial structure,promote the growth of tax revenue,expand employment and expand local influence.Second,at present the Karamay government services company has listed the main way: technological progress enterprise core competitiveness,industry of high quality talent team five aspects promote the competitiveness of the enterprises promote the listed enterprise internal
