Study On The Effect Of Shihezi City's Elderly Preferential Treatment Policy

Old-age preferential treatment is an important part of the construction of social and people's livelihood.With the further development of population aging,the problem of old-age preferential treatment has gradually become a hot spot of government and society.As a typical area with serious population aging,Shihezi City is of great significance to the issue of preferential treatment for the people.Based on this,this paper is devoted to the study of the effect of the preferential treatment policy for the elderly in Shihezi City.Most of the preferential policy research is carried out from the cross-item or vertical item,and further analyzed from the perspectives of economic,political,cultural and social effects of the policy.This study starts from three aspects: economic effect,political effect and social effect.The economic effect is based on the specific economic value in the construction of the elderly and people's livelihood in Shihezi City,and the positive growth of the elderly people's livelihood and the income and expenditure ratio of the elderly is reflected.In terms of political effects,interviews are mainly used to analyze the political identity,happiness,and sense of acquisition of the elderly on the basis of a large number of on-the-spot investigations,and provide first-hand information for empirical research.Social performance uses satisfaction analysis to divide policy content.The five parts are all presented in the questionnaire,supplemented by the perspective of other groups in the society to comprehensively analyze the effects of the policy.Under the analytical framework of policy economic effects,political effects,and social effects,we found problems and comprehensively studied the rationality and shortcomings of Shihezi City's old-age preferential treatment policy,and analyzed the reasons from the perspective of academics and proposed optimization suggestions.This study combed and analyzed the implementation effects of the elderly preferential treatment policy through literature collection and field research.After communicating with government department staff,street offices,community workers,and further interviews,I provided first-hand information for the writing of the thesis.Based on Marxist theory of fairness and justice and Xi Jinping's thought of socialist people's livelihood with Chinese characteristics in the new era,this paper analyzes the implementation of the preferential treatment policy for the elderly and conducts an in-depth analysis of the effect of the preferential treatment policy for senior citizens in Shihezi City.This study consists of seven parts.The first part is the introduction.First,the research background,significance,content and methods are sorted out.The second part is the definition of the concept of the policy and the theoretical basis.Based on the Marxist theory of fairness and justice and the people's livelihood,the policy is further analyzed.The third part is the development process of the policy,the characteristics of the policy,and the value of the policy.The core value is the people-centered and shared development achievements.The fourth part is the main chapter of the study.It expounds the economic effects,political effects and social effects of policy implementation and summarizes this chapter.Through the three parts of economic value,interview analysis and satisfaction analysis,the implementation of the preferential treatment policy for the elderly is comprehensively explained.And further discover the problem.The fifth part analyzes the factors affecting the effect of the policy,and divides the reasons into two factors,the factors affecting the preferential treatment policy for the elderly and the factors affecting the implementation of the preferential policies for the elderly,including the mismatch between policies and the needs of the elderly,lack of effective supervision of policy implementation,and policies.Implementation is not in place,social support is not comprehensive.The sixth part puts forward relevant optimization suggestions.Based on the current old-age preferential policy,the essence is taken to further optimize the policy content.Proposing to strengthen the propaganda and guidance for the elderly,improve multi-sectoral synergy,improve the supervision and management mechanism,and encourage support for social participation.The seventh part is the conclusion.The author believes that the implementation effect of the old-age preferential policy in Shihezi City has certain scientific and rationality,which provides a guarantee for the life of the elderly and improves the quality.In summary,this paper explores the implementation effect of the elderly preferential treatment policy,and concludes that the elderly preferential treatment policy has a positive guiding effect on the elderly services.The innovations of this paper are as follows: 1.The current research on the effect of the preferential treatment policy for the elderly is relatively weak.The system research on the effect of the preferential treatment policy for the elderly in Shihezi City is carried out,which provides a reference for policy improvement.Second,the research method combining quantitative analysis and qualitative analysis will be adopted.Questionnaires and interviews complement each other,and explore the effects of the elderly preferential treatment policy,broadening the depth and breadth of research.
