With the development of economy and society, Chinese gradually enter the ageingsociety, which lead to a series of ageing problem. The propulsion of the democracymodernization progress impels the traditional social structures, family structures, communitystructures and ideology of people changed. Meanwhile, because of the improvement of thelife’s level, pension needs of the elderly gradually shift from the material needs to the spiritualneeds. Many social factors require the government to provide more comprehensive andhigh-quality services to the elderly.In this regard the State as well as provincial and municipal government issued a series ofelderly preferential policies, including implementation of living allowance, priority andservice concessions, rights and other matters, to improve the development of elderly servicesand the quality of life of older people. But because the main responsibility is unknown, theimplementation channel is not smooth and other problems, part of the old serviceresponsibilities are not clear, not be implemented, so that the policy did not achieve thedesired results, but even reducing the quality of life of older people.In this paper, Beijing’s preferential policies for the elderly as the subjects, with a casestudy approach to the development and implementation process as well as the effect of theimplementation of the policy, will be analyzed. And Beijing’s policies will be compared withother cities, pointing out the advantages and weaknesses of preferential policies for the elderlyand finding out the causes of the problem, to provide a reference for policy change.
