Research On Evaluation Of Prison Emergency Management Capacity Under The Background Of Informatization Of Northwest University

As a national penalty enforcement agency,the prison takes responsibility for imprisoning and reforming criminals,thus it's of profound and lasting significance to ensure the security and stability of prisons.As there are many risk factors,prisons in consequence are under increasing pressure to face and deal with emergencies.And how to use the existing technical conditions and management tools to strengthen the emergency management of prisons is being actively explored,which ranges from the Ministry of Justice to the prison authorities and grassroots prisons all over the country.Now with the development of information technology,varieties of informatized security technologies have entered the prison to protect the security and stability of prison supervision,and many of the equipment,systems and software particularly serve the emergency management of prisons.At the same time,to adapt to the development of the times,new personnel,institutions and systems are also equipped correspondingly in the prisons to explore the development of prison emergency management.This paper takes prison informatization as the background and conducts in-depth evaluation and research on prison emergency management capabilities.To research and evaluate the prison emergency management capacity under the background of informatization,we must first establish an evaluation index system that conforms to the actual situation of the prison,and then select the appropriate evaluation model,and now we can carry out a truthful evaluation of the emergency management capabilities reflected in the evaluation indicators so as to find out the weak links in emergency management.Firstly,after thoroughly studying the related types of documents such as prison informatization,prison emergency management and emergency management evaluation,the author sorts out the preliminary index system,and then modify the index system by issuing questionnaires to experts through the Delphi method.At last,the index system of prison emergency management capacity under the background of informationization is obtained,which includes three first-level indicators and 20 second-level indicators.Due to the ambiguity of the prison emergency management index system under the background of informationization,this paper selects FAHP which is combined by AHP and FCE to endow the weighting of the index and establish the evaluation model,and quantitatively evaluate it with reference to the evaluation criteria.Hence the evaluation results are obtained.Finally,the Y prison in Shaanxi Province was selected as an example to verify that the established fuzzy evaluation model was effective.As for the weak links of prison emergency management that has been reflected by the evaluation vector accordingly,the prison will strengthen them particularly in the daily management,which has certain practical significance.
