Management Model And Application Research On Comprehensive Law Enforcement Of City Management

Comprehensive law enforcement of urban management has been one of the hot topics in the public function of the government, with the continuous progress of urbanization construction, urban management law enforcement reflects the degree of civilization of a city in a certain extent, also reflects the concept and attitude of the local government for the city management and city construction. However, in recent years, negative reports on the enforcement violence of city inspector and bad effects of enforcement continue to become the object of news media chase, which has affected the image of the government to a large extent.City administration and law enforcement has made the city that on the process of modernization into a new battlefield.Take Tianjin city management comprehensive law enforcement situation as an example, this paper conducted in-depth research on the problems of the comprehensive law enforcement by the questionnaire survey method.There are four aspects—the construction of law enforcement team needing to be strengthened, imperfect daily management system, poor emergency processing ability, unsound system of petition and stability maintaining. To solve the four problems of questionnaire survey shows, this paper has given the reason analysis and the corresponding countermeasures. That is, starting from the idea of literacy and professional quality of law enforcement personnel to strengthen the team building, through the establishment of scientific management system, reasonably regulate daily work, to realize the information sharing and fully mobilize the enthusiasm of the members of the law enforcement, so as to improve work efficiency. To analyse the emergencies may arised in the process of law enforcement by using the risk management method, we can set up a project evaluation team, which can identify the emergency events that may occur in the process of law enforcement. The assessment team members will score for all emergencies to consider the weight of various emergencies. Using the Borda rank method to evaluate the scoring results, various problems will be sorted according to influence degree and the corresponding prevention measures will be given. In addition, we also set up a processing mechanism for emergency response, which can greatly improve the ability of dealing with emergencies of the law enforcement team. It is an important link and bridge of petition and stability maintaining work to join the law enforcement team and people. Meanwhile,it is also the most direct and valid route to solve the problem of law enforcement work. This paper discussed how to establish a perfect system of petition and stability maintaining respectively from three aspects, which are petition organization establishment, work discipline requirements and processing procedures.Through identifying the current problems of law enforcement comprehensively and objectively, this paper gave targeted corresponding countermeasures, which can fundamentally improve the efficiency of law enforcement and turn on the image of law enforcement team in people’s minds.
