| Since the Modi administration came into power,it has continuously strengthened cooperation with southeast Asian countries,changed the original “Look East Police” into “Act East Police” and paid more attention to the role of southeast Asia in India’s strategy.Vietnam is known in India as the fulcrum of the “Act East Police”.It plays a very important role in the "New Act East Police" of the Modi administration,and the development of India-Vietnam relations has become the top foreign policy after Modi takes office.From the original "strategic partnership" to "comprehensive strategic partnership",from the economic and trade areas of deep cooperation to comprehensive military defense cooperation,It shows that the Indian administration foreign policy towards Vietnam is a continuation of the "great power strategy" of the Indian administration for a long time.At the same time,it is also a diplomatic means by which India tries to "group" with southeast Asian countries to counterbalance China in order to cope with the rise of China.The deepening of India-Vietnam cooperation has produced various influences.As far as India itself is concerned,the cooperation between India and Vietnam has enhanced India’s regional influence and India international competitiveness.For Vietnam,the cooperation between India and Vietnam not only promotes the economic development of Vietnam,but also improves Vietnam’s ability to compete with China in the south China sea and improves Vietnam’s comprehensive strength.For China,the "huddle" between India and Vietnam limits China’s scope of activities,especially in the south China sea,on the other hand,India’s more proactive foreign policy also provides opportunities for China-Indian cooperation.India and China can strengthen cooperation and jointly develop the southeast Asian market.At the international level,India’s Vietnam policy has complicated relations in the Asia-pacific region.In this regard,China can respond to external challenges and safeguard its national interests as follows.First,deepen cooperation with India and Vietnam for win-win results.Second,the existing platforms should be used to strengthen strategic communication with India and Vietnam so as to prevent strategic miscalculation and unnecessary conflicts.Third,we need to strengthen our overall strength and enhance our ability to meet challenges. |
