EU's Common Foreign and Security Policy is the main content of European Political Union as well as one of three pillars in EU. So it is very important for EU. But meanwhile, the Common Foreign and Security Policy also is a frail link in the process of the Europe integration. Because of referring to the relative sensible sovereign authority among the countries, there are some definite difficulties on the negotiation of making policy and taking action. In 2004, middle-European and east-European countries added to the European expansion, it brought the variable to Common Foreign and Security Policy all the more. In this thesis, the author researches the affection of Common Foreign and Security Policy that brought by the middle-European and east-European countries after they joined in EU.There are two aspects in the significances: Firstly, it is advantageous for us to get understanding of the Common Foreign and Security Policy changes after eastern European countries joined European Union. It is the focus to grasp that in which aspects the Common Foreign and Security Policy achieve consistently and in which aspects go far even move towards difference that the eastern European countries promote. Secondly, On the other hand, the Center and Eastern Europe has the important strategic status in geopolitics, since several centuries continuously all have been the main Europe political struggle and military stage. After the political situation drastically changed, part of the Eastern European countries joined European Union; the influence which produces to European Union will bring profound significance to geopolitics study.There are four parts in this paper to analyze the Center and Eastern European factors in the Common Foreign and Security Policy.The first part briefly introduces the Common Foreign and Security Policy, including its origin, nature and the existing problems.The second part is the body, which mainly discuss the Center and Eastern European factors' influences on the Common Foreign and Security Policy. The influences concentrate in the policy contents, policy-making mechanism and action-ability of the Common Foreign and Security Policy. In the aspect of policy contents, The changes on security environment after the Center and Eastern European countries joined the European Union is analyzed mainly in using method of geopolitics, which promote the European Union make achievements in periphery foreign policy, namely carries out new "good-neighbourness" foreign policy; In the aspect of policy-making mechanism, it mainly used the ways of analyzing some cases to analyze the contradiction of the national consciousness and Europe acceptation, state sovereignty and ultra-nation power, as well as Atlanticism diplomacy concept and European concept these three aspects, and then make a conclusion which is that the middle Eastern Europe country has a certain obstruction for EU's decision-making of common diplomacy and safety policy.The third part is the theoretical analysis on the collective action after the Center and Eastern European countries join the European Union. In this part, we mainly use Olson's the theory of free-rider to analysis the effects that the Center and Eastern European countries gives European Union. According to Olson's theory , he thinks that a union's member number will affect the union's collective action. With the increase of the member number ,the collective action of the union becoming more and more difficult. This theory has made an explanation of the EU's colletive action.The last part is the conclusion, is the summary of paper. It sets forth the variable that the Center and Eastern European countries brings to the Common Foreign and Security Policy. It also point out that the realization of the Common Foreign and Security Policy depend on the communication between the Center and Eastern European countries and West European countries .
