Research On The Change Of Smart Government And The Structure Of Grassroots Power

At present,global information technology is developing rapidly,and emerging information technologies represented by mobile Internet,Internet of Things,big data,and cloud computing,providing a deep technical foundation for deepening traditional administrative reform.The public also has higher expectations for the government to improve administrative efficiency,transparency,accountability mechanisms and public participation.In this context,traditional e-government can no longer meet the requirements of the times,and the government needs to use innovative information technology to innovate the government service model.Wisdom government is developing rapidly and is becoming a new form of government governance development in the Internet era.There are indications that it is a gestating power for the transformation of China's grassroots power structure,which is subtly changing the grassroots power structure and promoting the democratization of grassroots politics.This study analyzes the main factors,content,dynamic mechanism and further optimization of the changes in grassroots power structure by using the “four lists and one network” type of smart government service model in Zhejiang Province.The main factors affecting the changes of grassroots power structure are the two factors of information society construction and technology empowerment.First,the state has vigorously promoted the emerging information technology to provide protection for the establishment of smart government affairs,and it has cleared the obstacles for the change of grassroots power structure,and also provided technical binding for the adjustment of the grassroots power structure.Second,in this kind of information society construction,the people share and acquire more information power than before,and the political participation of the people can be greatly expanded.Therefore,the combination of the two factors makes the grassroots power structure constantly changing.Changes: First,the centralized structure is gradually weakened,and the grassroots power structure is transformed toward the decentralized structure and the balance structure;second,the hierarchical structure is gradually disintegrated,and the grassroots power structure is developing toward the flat structure;third,the grassroots power structure is gradually divided by the block structure.Transition to a network structure.The change of grassroots power structure has complex power boost.The value-oriented concept of customer demand is the premise;the change of administrative organization structure is the driving force;information technology makes power behavior firmly run within the rule of law;this kind of restraint also releases the effect of "good governance".In this way,the grassroots power structure and information technology constitute an interactive mechanism to jointly promote national governance toward good governance.This study believes that the grassroots power structure should be improved and optimized from the following four aspects: First,it is necessary to realize the value appeal of information construction and grassroots power organization reform.For example,establish a government service network and redefine government functions.Second,we must make great use of intelligent monitoring technology to provide the necessary binding force for power structure adjustment.For example,the introduction of dynamic monitoring technology to strengthen administrative supervision.The third is to strengthen the standardization of government listings to improve the level of coordination of the power system.For example,to build a standardized power list.Fourth,it is necessary to further enhance the development capability of smart government technology and promote the continuous optimization of grassroots power structure.For example,the development of smart government terminal information system,"technology to the countryside",the introduction of professional strength to carry out data mining analysis,improve the government cloud platform.Through these four aspects,we will continue to optimize the grassroots power structure and modernize the national governance system and governance capacity.
