Research On Operating Mechanism Of Community Corrections

As a special representative of non-custodial sentence,Community Corrections are rising with the spirit of humanism and socialization of execution supervision,individualization and scientific concept,which are under comprehensive reality consideration of saving economic costs of penalty as well as high social rate of re-offenders.Community Corrections are guided by the trend of European countries and America's reform on the traditional single custodial sentence,steadily becoming an inevitable choice that part of implementation is changing to non-custodial sentence.This paper studies Community Corrections,making research on the operating mechanism of Shanghai Community Correction with empirical and dialectical method and comprehensive approach of comparison.The Paper is divided into six chapters,Chapter I describes the concept of Community Corrections and its formation process,reviews and summarizes the theoretical basis of the relevant Community Corrections,precises definition of their legal status;Chapter II describes historical and realistic significance of the introduction of Community Corrections with theoretical analysis on clarifying the development of Community Corrections,describing current legislation in detail;Chapter III compares characteristics and the main mode of domestic Community Corrections,including selecting typical representatives of the provinces,discussing different elements of the whole construction of Community Corrections localization;Chapter IV specifically analyzes the current organization of Shanghai Community Corrections and personnel composition as a basic of further discussion and research;Chapter V focuses on Shanghai Community Corrections which the drug police involved in;Chapter VI makes further suggestions and inspiration on development and improvement of operating mechanism of Shanghai Community Corrections according to the previous text analysis.
