Research On Management Mode Of Comprehensive Emergency Team In Basic

To reduce the risk of modern city and keep citizens security, in 2010, Shanghai government starts to form community disaster response team. Until 2012, all the neighborhoods have built up community disaster response team.Although the neighborhoods make some success, most of the teams are faced with some problems. In the way of the team construction, the teams are less organized and have low participant rate of the citizens; and the teams have no clear understanding of their responsibility; in the way of the team management, all the teams receive no support and direct from Shanghai government. These problems cause the teams’ lack of capability and sustainability, and the teams cannot act effectively to reduce disaster happens in community.Research aims to solve the teams’ problems in establishment model, operating mechanism and management system by analysis the situation of Shanghai’s community disaster response team, learning experience from foreign countries and using govern theory, emergency management theory and government relationship theory. By solving these problems, research can raise the capability of Shanghai’s community disaster response team, and contributes to the city’s and citizens’ safety.
