"Since 12 th Five-Year",China service trade in foreign trade(import and export of goods and services)in the proportion continues to rise,but compared with the rapid growth of trade in goods,trade in services to boost the contribution to economic growth is still very limited,but in economic construction plays a very important role,it can be said service trade has become a new engine of economic growth in many countries and regions and industrial upgrading.In recent years,Nanjing's trade in service has made great progress,especially the development of service outsourcing in the forefront of the country,Chinese medicine trade in services for the pilot,culture is accelerating the development of service trade.In2016,the total import and export of services in Nanjing city was $7billion744 million,the growth was 8%,including $2.116 billion in service exports and $5.628 billion in service imports,accounting for 25.75% of the province's total import and export services,From January to June 2017,the city's total service imports and exports reached4 billion us dollars,an increase of 13.6% The future,Nanjing will further improve the service trade policy,leverage policy: focus on key areas,to enlarge the coverage of policies;highlight the key areas to focus function area to create the service trade;public platform,strengthen the effectiveness of policies;highlight the market dominant position,mobilize the enthusiasm of enterprises to develop new markets,explore the establishment of new service trade statistics system.It can be said that Nanjing city as the capital of Jiangsu Province,with the development of trade in services and the development of resource endowment conditions.However,facing the new situation at home and abroad,the city of Nanjing in the service trade competition there are still some problems,such as service trade structure needs to be improved,to promote the service trade,service trade mechanism has not yet formed talent structure defects,and these are the improvement and innovation of government functions and is closely related to the.Therefore,how to seize the historic opportunity to accelerate the development of domestic and international trade in services,promote the relevant government functions innovation,increase service trade development efforts to enhance the competitiveness of service trade,it is particularly important.And in this opportunity,the transformation of government functions as thecore of the administrative system reform has thus increased as a local strategy.In order to improve the competitiveness of trade in services,Nanjing city has launched a negative list management,business registration,customs supervision mode innovation and a series of new initiatives to transform government functions,promote economic transformation development and function.Of course,these are not enough,in order to effectively enhance the competitiveness of trade in services,but also need to continue to promote the improvement and innovation of government functions.For Nanjing City,service trade competitiveness cannot do without the support of the government,and to better promote the competitiveness,the government will need to its own functions to carry out reform and innovation,optimize the service structure and operation mechanism,guarantee it is change of government functions,such as the implementation of effective supervision of administrative mechanism.Unity responsibilities,reasonable division of labor,scientific decision-making,smooth implementation,to enhance the capacity of government services,promote the introduction of service trade talents.Optimize the overall layout of innovative service trade,enhance the level of innovation and service trade openness,and create a friendly environment for innovation and services,and so on.This study mainly in Jiangsu city of Nanjing Province as an example,analyzes the city in the service trade competitiveness of the achievements and shortcomings,and from the perspective of the government functions,using the related theory of public management at home and abroad,put forward the improvement and innovation through government functions,enhance the competitiveness of trade in services,provide a useful reference for theoretical study and practical operation related.
